Combatting certain pessimistic com- ments on the outlook in China, the Peking Daily News says:-"As to the mutinous movements of the troops, wo know for certain that no mutiny of the soldiers has occurred in Peking other than that at the end of February last. Though there was some fighting against Wong Wo-dhu and his followers, in Canton, which had caused much appre hension on the part of the Hongkong Government, the trouble was soou over, and Kwangtung proviner is rapidly being restored to its normal condition. The fact that the provines hus recently con- tributed over a million taels towards sup-: porting the Central Government belies the assertion that the outlook there bad caused much anxiety, and the fact that the Tutuh and the Provincial Assembly in Canton willingly submitted their disputes to the arbitration of Peking and abided by its decision refutes the rumour once so persistently circulated that Kwang- tung was contemplating independence, to be followed by other provinces in tho south.
THE LOAN QUESTION.
On this question our Peking contom- porary makes the following remarks:- Perhaps the influential group of bankers would have done well to furnish the huge loan to China without exacting from her the unbearably stringent conditions, for they would have then won the gratitude and good feeling of the Chinese by help ing them in their time of need. The Times may have sounded the opinion of a section of the financiers in London who did not wish to lond Chias any money and would not allow others to do so, by adopting the policy, as it may be more expressively put, of "sitting on the paper,"
After all, the real intention of these financiers, it is believed, is to accumulate as much available money in the London and Paris markets as possible with a view to securing the contract for a big loan to Russia; they are only playing a waiting game with China.
