The International Conference on Wire- kus Telegraphy, which commenced sitting in London on June 4, was formally closed on July 6th by Sir H. Babington Smith, the President, in the unavoidable abronce of Mr. Herbert Samuel, Postmaster- General.
The Conference and its three committees heid in all 28 meetings, during which the Con- International Radio Telegraphic vention and the regulations for the ex- change of messages between ships and the shore by means of wireless telegraphy were thoroughly revised and amended

The Convention and to regulations in TONNEN (Groen Ginger Liqueur), Curacon (Orange and White) Kummel,
their new form were signed on Friday evening, July 5th, by the delegates of all the countries, about 30-in-number--r-- presented at the Conference.
At the request of the British Govern ment, the Conference gave special con sideration to the question of the use of wireless telegraphy for the prevention of disasters at sea, and after full discussion passed unanimously a resolution pro- posed by the British delegation in favour of the principle of compulsory equipment of ships with wirelem telegraphy.
The text of this resolution was as follows;
The International Radio-Telegraphic Conference having examined the measure to be taken with the viow of preventing disasters at sea and of rendering as- sistance in such cases, expresses the opinion that, in the general interests of navigation, there should be imposed ou certain classes of ships the ob ligation to carry a radio-telegraphic installation.
As the Conference has no power to inpose this obligation, it expresses the wish that the measures necessary to this end should be instituted by the Govern ments.
The Conference finds it important, moreover, to ensure, as far as possibly, niformity in the arrangements to he adopted in the various countries to im pose this obligation, and suggests to the Governments the desirability of an agree- ment between themselves with a view to the adoption of 1 uniform base for legislation.
Lastly, the Conference recommende to the Governments the desirability of stablishing in each maritime country a number of coast stations with a per manent service, adequate for the needs of navigation,"
The new regulations contain several provisions intended to render more effec tive the service of wireless telegraphy in cases of distress at sea.
Ships will in future be required to provide an auxiliary source of power able to work the wireless apparatus for at least six hours. This emergency installa- tion must be placed in as secure a posi- tion as possible and must be entirely self- contained, so that an accident to the ship which stops the working of the ship's engines need not affect the wireless ap paratus.
Steps have also been taken to lessen the danger of distress calls going unheard by laying down rules as to attendance o the wireless apparatus in various classes of ships. On ships of the first class a permanent watch will be required, and in this case two fully qualified operators at least must be carried On ships of the second class, where it permanent watch is not considered practicable, the operator must listen during the first ten asinutes of every hour. In the smallest ships (fishing boats, etc.) no regular periods of watch are prescribed. Each Government, in giving à licence to a ship to carry wireless apparatus, will deter mine in which of these three classes it is to be placed.

The cable published in the papers from Tokyo, ays the Financial News, giving currency to a rumcur that the Brittish India Steam Navigation Company pro- poses to purchase the assets of the Indo- China Steam Navigation Company, lacks confirmation; nevertheless, there is sull- cient prima facie evidence to indicate that the statement is probably correct Owing to the nature of their business, the two companies could undoubtedly be combined with advantages to both, while there is the further fact that the British India Steam Navigation Company has recently been adding to its liquid resources in a manner which has aroused comment in the highest financial circles, there being no apparent reason for the directors policy. now specifically placed under the authority of the captain.
Provision has been made for giving priority of transmission to weather re- ports and for keeping roast stations sup- plied with weather forecasts for com- munication to ships on demand.
In order to prevent confusion in work- ing, the Regulations adopted at the Ber- lin Conference required ships to com- municate with the nearest shore station. Various proposals were made for modify- ing this regulation so as to allow com- munication between a ship and a station which is not the nearest, These pro- posals gave rise to considerable discus- sion; and a regulation was finally adopted which permita anch communication pro- vided that a special specified time limits this exceptional arrangement to the case of communications exchanged between a ship and a shore station in the country to which the ship belongs.
