In the opinion of my Committee the Ordinance will defeat its own object, for it will be freely used as a cloak for malpractices which would even bring their own punishment in the case of private firms and partnerships.

Another matter which had engaged the attention, of my Committee is the ques- tion of complying with Section 27 (3) of the Ordinance as regards the filt of loss annual balance sheet and proat and loss account. The purpose of this section was presumably for the protection of the public, who might readily search the files and thus ascertain the financial position of

My Committee under- stand that balance sheets, etc. are allowed to be filed in the Chinese language and there is nothing in the Ordinance to prevent & Hongkong Com pany filing its accounts in Sanskrit or some other difficult language, in which case the rembers of the public might have some difficulty in securing the neces- sary translation.

That such a difficulty is improbable wo know, but surely laws must cover what

If this is considered necessary in Europe, how much more so should this be insisted upon in a British Colony when dealing with firms who keep their own accounts The Chairman, in a language such as Chinese?

The Committee very strongly hold the opinion therefore that the minimum which should be accepted where Chinese Companies are registering in the Colony, and are wishing to take advantage of the Act, should be that the statutory books and cash book at least should be kept in English.
