THE CHINESE IN THE STRAITS SETTLEMENTS,

HOW TO CHECKMATE THEIR LABOUR COMBINATION.

A writer to the Pinang Gazette dis cusses means of checking the increasing. aggressiveness of the Chinese labour ele- ments in the Straits as follows:-

The recent outrages which have been committed by Chinese coolies on more. than one estate in this country, the truculent attitude displayed by singkehr in Singapore lately, together with a number of minor incidents, only serve to show in which way the wind is blowing-in other words, that the lower class Chinese is get ting too big for his shoes.

A correspondent from Kuala Lumpur informs us that the Chinese dhobies have! combined there, and resolved to wash not" by the customary monthly wage but piece by piece (5 cents each piece, big or small), with the result that prices have rocketted up, and the dhoby account has become one of the most formidable items in the home account. Argument has been ex- pended in vain. When John Chidaman has made up his mind to do something, that something, as Lord Morley would settled fact." We might say, becomes a call it Chinese cursedness or pigheaded- ness or by any name we like, but the fact remains that it is very inconvenient for the victime, unless they have a "second- fiddle to their bow." On a solitary éstate or, for the matter of that, on any estate at all, the inconvenience caused by these characteristics of John Chinaman become intensified, and many planters, if they could, would consign the Chinaman to limbo.

Unfortunately, at present, we are de pendent to a great extent on Chinese for our labour supply, and though planters may rave against the expense of employ ing a large amount, of Chinese labour there is, for the present at any rate, in some places, no belp for it.

This article is not written with the object of driving out the Chinaman entire- ly from our estates, but in view of recent events and Chinese machinations, and the danger of wages rising still higher in the future, it should be the policy of every -estate to see that Chinese labour does not preponderate and this can only be prevented by a fixed determination to practically food the country with Indian labour-whether it be Tamil, Telugu, or Uriya.

It is not only sufficient just to get over Indian labour. Every endeavour should be made to procure milies, so that in course of time the chudren could step into. their parents' shoes. Every Indian native. boy and girl is an important unit on the estate, and with the training they receive must become invaluable. Family labour is what we want. In coming years whon, in all probability, the price of rubber goes down, the family labour will not only prove a factor in the reduction of oxpenses but will ensure a continuity of Indian labour, and do away with the necessity of leaning so much, as we now have to do, on John Chinaman. Let the Chinese form a reserve force by all means, but they must be in the minority
