Within this district, however, there are great many very large land owners, and it has been proposed that a tax be levied for the build- ing of this dyke, the Central; China Famine Relief Commitloe to assist the small land owners who have been ruined by the flood, and oversee the work,

The Central Chino Famine Relief Committee is putting into operation in Chins the "Test works" plan of investigating famine conditions as developed by the British Government. in Indin.
The Hon. G. G. White, chief engineer of the Public Works Department for Larmal, thus describes the plan: In order to know where and when to open famine relief works, test works are opened in the scarcity tract, which Immediately tanko dear whether famine relief work is really required.
