BRITISH INSURANCE BILL.
LONDON, De Jet.
In the House of Commous yesterday the report stage on Part I. of the Insurancs Bill was concluded.
Mr Bonar Law protested against the guillotining process and pointed out that 70 Government amendments had not been discussed. The situation was unprecedented in any legislature, and was only comparable to the eve of the French Revolution.
Mr Lloyd George said his guillotining It is reported that Yuan Shih-hai's delegates was very moderate and was applied with re- said that Japan has promised to assist the Men-luctance. It was a copy of that used by the chus and was ready to despatch-140,000 troops from Manchuria.
Their opponents ridiculed this statement and referred to the personal friendship of the revo-
lutionary leaders with the Japanese,
The mediator, it is reported, assured both parties that the Japanese troops sent to Man- churis were despatched solely for the protection of Japanese and be declared that if the Mauphus were obliged to seek the assistance of.n foreign Fower they had evidently lost their supremacy. He is said to have recommended an armisties on the lines mentioned, and urged that Yuan Shih- kai should return and acceleral etha negotiations.
Unionist Government. Most of the amend meuta were purely drafting amendments and if the Unionists did not accept the bill as a supposedly non-contentious one they ought to oppose the third reading.' à
The Unionists walked out of the House in a body, and the amendments were passed in silence.
