ITALIAN IMMIGRATION.

The immigration of Italians has fallen off considerably of late in Argention, and scene to have stepped entirely now owing to the prepo rations made for the war in Tripoli.

Fears are, therefore, entertained on the River Plate that scarcity of labour will prevent the securing of the whole of the cereal crops, and that, were still, it may be impossible to pat the same ares under cultivation of wheat and Indian corn next season, “

More attention will in that case bare to be paid to the breeding of eattle, which would cause a decline in the price of meat and a rise in those of cereals, a most serious matter for a country which exports the latter in such quantities as Argentina.

I went over at 2 p.m. to post this letter, think- ing that all was over with the Manohus, when, morning fighting bad been an attack by the to my aston shmen!, I heard that flie Mauchas on the Chinese position which had been repulso, but that the great tires were the Chinese city burning and that the Mancha quartar was still intact and the Tarter-General's yames was still standing. The poet was put off, and so I

hour watching the fire, which had died down a good deal at noon but was then burning more and more forco ly. It was said that the Manchus hod fire engines and were playing on the Chinese city with oil and that an immense amount of damage had been done. The fighting continued through the afternoon, and Willians and I went up the aus tree bill frem which one can see all over the pity. There has beon heavy fighting and it i

is not certain whether it is over or not. There is a report this evening that the Manchus have given in, but the city is still burning, though as I write the firing has erased. Others say that it is only a ruso and that the real fighting for the Manchu quarter is only to begin to-night.

At the sitting of the Committee on the follow- ing day the draft of a uniform bill of lading for the shipment of cotton from all producing countries was discussed and adopted. Amongst other things, it provides for the introdution of a scientific method of ascertaining the extent of oxcessive moisture in cotton yarns and tho`raw article, instead of the present unrollable tost, of inserting the hand into the bales and oatimating the amount of dump by the touch the abolition of the one percent. lutitude now allowed between shipping and landing weight; the reduction in the mar giu of quantity ("more or less") from 5 par cent as it present to 1 per cent, and the admission of spinners as arbitrators by the
