In an interesting report on this subject the United States Consul-General at Hongkong, Mr. George E. Anderson, writes

The great refineries to Hongkong, which for years have had a material influence upon the ngar trade throughout the Far East, are face to face with circumstances fraught with great possibilities of disaster in the prosent sugar sitnation of this portion of the world. The China trade of these couoerne was threatened sarily, and to a large extent was invaded by Formosan sugar, and it is now farther threatened with still greater competi from the same soared during the Lion rent season; while the Java sugar planters, who have long depended upon the Hongkong refineries for an outlet for zuch of their pro duction, are facing competition from the For- Diosan sugars, which is all but over-whelming so for us their Chinese market in concern. spite of the increased and increasing
output the sugar refuorios of Fermosa, the refineries of Ingkong mag draw salvation out of the situation by some arrangement with crudo-anger predoors in the former islamian arrangement which, by reason of subsidised steamships from Formosa to Hongkong and short baule, might be very advantageous. Upon Java, however, the full force and effect of the development of the Formcean industry, the curtailment of tho shipment of sugar to Japar, and the dumping of the Formayan erop in China have been visited. The 1910 shipments of sugar from Java to Hongkong for refining and sale to Chins and other northern and eastern points fell off about 30 per cont. Prosent reports indicate that trade in the anfront your continues in the same direction, The Hongkong refineries are doing less and less business, and what they aço doing is less profitable than formerly. Imports of sugar. into Hongkong from January to May, inclusivo, in 1911, amounted to 91.339 tons as compared with 98,356 tous in 1910 and 124,913 tons in the same period sugar in

The mount of sugar produced in the island in year has boon estimated to be 573,225,000 lbs., of which 132,519,003 Ibs. were refined sugar and 440,706,000 1h, were brown sugar. The sugar companies have prospered grostly. In short, the business has so far advanced in the past few years t
s that the Govern- ment has decided to stop paying subsidies. On the other band, the sogar interests have asked that the limit to production in the island be removed, and some are extending their opera tions greatly, one company, for sxample, plan- ning a great factory at Kanntaiby, in south- west Formosa, with a capacity of 1,200 tons raw sugar per day. Naturally a market for this sugar must be had. The fact that recently 10,000 fons of Formosu erade sugar were shipped to London indicates one line of outlet for the product. Agents of the Formosan sugar interests have toen in Hongkong for some thue in connection with the further expansion of their business. Dutch and Javanese interests declare that their plan is to secure sales and other agreements in Hongkong to shut out Java sugar at almost any cost. It seems quite likely that the result of the present, activities will be sonic working agreement for the division of the Far Eastern sugar territory and the sala of the sarplus product of both Java and Formosa in Europa or the United States.

CAUSES AND REMEDIES,
A Board of Army Councils has decided that în future the minimum of age for Bandkunst and Woolwich candidatos-shall be reduced by one year. This reduction in uge will voable a youth of sirteon and a half years to obtain entrance to the military colleges, with the pros- poet of obtaining a commission while still under- nineteen.
The object in reducing the limit of age is, saps a well-known army tutor, besides saving to parents the cost of a year's schooling, to meet The requirements of the army. The experience. of late years has been that the number of candidates, intellectually equal to the qualifying test for Sandhurst, fenda to fall below the namber of cadetships offered. A aufficient number of youths of the moneyed commercial miúdio cinsens cannot be induced to study for the army after leaving, school, or to adopt the army as a profession. One reason, it is stated, is that a youth who does not belong to an army family, or who is without military connections finds himself somewhat of a stranger among youths who possess these advantages.

As to the reduction in the intellectual test, it is stated that up till lately, when the intellectual standard of the examinations, wat empervised by Connoit of London University, the tendency prevailed to set papers which proved too severe strain on the average candidate for army Водовая

By this now move the army authorities hope to induco a greater number of candidates to present themselves for commissions.

With the further object of stimulating can- didacy for the army, the Army Councils Board bare decided to institute a number of prize adetships, both at Woolwich and Bandhurst, beginning in November next. These priza tadetships will reduce the parents' contribution for maintenance at Sandbars (now £150) to £80 per annum, and will include for the son of an officer (King's cadet) and a civilian alike, com. plete commission of the present charges for cadet's ontfit as well as a grant of £65 for outfit on obtaining a commission in the army.
