ASIATICS IN SOUTH AFRICA.

London, April 10th. Mr. John Robertson, in the House of Jom mons, asked whether, in the event of Asiaties being admitted into South Africa under the new Immigration Act, they could be excluded by provincial legislation. Mr. Hour, Colonial Secretary, said: "The control is in the hands of the Union Government, who, further, are expressly charged with the control of matters especially or differentially affecting Asiatics."

COTTON GROWING IN INDIA,

London, April-1016, ---- Mr. Barton asked a question in the House of Commons referring to the possibilities of pro- ducing a much finer cotton la fedia, and argod Lord Morley to remove the chief obstacle to progress by advising the Indian Government to co-operate with the Agricultural Department in the creation of an agency in India to buy, gin and lale long-staple cotton.

Mr. Montague replied that the British Cotton Growing Association had recently expressed desire to co-operate

with the Bombay Agricultural Department in establishing a baging contre for the Sind Districts, and the offers had been com municate to the Government of Bombay. Lord Morley would view with favour ený action that could be legitimately taken by that Govern- ment to provide the cultivators with a better market for superior cotton.

AN INDIAN'S PLEA FOR A BOTAL VICEROY.

London, April 11th

At a meeting yesterday of the East India Association, Lord Ronaldsay presiding, Mr. Vyssa Huw delivered a Insturendrocating the statutory oroation of a Viceroyalty of India to be hold by a number of the Royal Family, and the separation of the functions of Viceroy and Governor-General.

To Tulis, he said, a country without a King was a body without a soul. Indin bad far greater need of the Duke of Connaught than Canada had. The Royal visit was an appropriate econ- sion for a change, which would introduce an ern of a roving attachment and trast, mataally benchiting England and India. S

Lord Ronaklakay agreed regarding the appoal which Royalty made to the Eastern imagina tion, but when he recalled the recent contro- versy between the Governor-General and so humble a person as the Commander-in-Chlef be shuddered at the consequences of establish- ing two heads, practically equal in status.

Bir J. D. Reas said that the separation of functions was impossible. Moreover, there was no room for His Highness the Shadow" and "His Excellancy the Substance,'
