Your Committro consider that the draft Uniform Law, containing, as it does, a number of articles which are opposed to British low and British opinion, could not be adopted in its entiroly. On the other hand, uniformity is eminently desirable where such is possible under -existing conditions, and several of the recom- mendations of your Committee have been. inclad with this special object in view.
The Committee's recommendations are mado under three separateteadinga (4) Suggestions for the amendment of British lar; (b) suggested modifiertions of the draft Uniform Law; (c) supplementary recommendations. We abjoin extraola giving the more important, of these recommendations,
PROPOSED AMENDMENTS OF BRITISH LAW,
"That every bill of exchange should contain an indiation as to the place of payment; where, there is no express indication of place of pay. mant the place indicated in the bill as the drawee's place of business or residence should be doened the place of payment (art. 2);"
This recommandation is based on the foot that great inconvenience is caused by bills of oxchange having no ladiestion as to place of payment. The inclusion of (e) a statement that the document is a bill of exchange, and (b) date of drawing, essential in the draft Uniform Law but not under British low, does not som necessary, nor will the discrepancy cause any inconvenienco,

*That the holder of a bill of exchange bear. ing endorsements should be doomed to be the lawful holder if he ou establish his right by an uninterrupted chain of andersenonts, even

Under British law (D.E.A. section" 24) a forged ondorsement, as a general rule, interrupts the chain of endorsements with the result--(a) That a person who acquires a bill on which there is a forged endorse- meat, though he uses every precum ion and pays full vaine therefore, may be compelled surrender the bill to the true owner or, in the. event of the bi baving bosa pait already, to pay over the proceeds to the true owner; (b) that an acceptor who pays the hill to the
party deriving title under the forged endorsement does not thereby discharge his liability, but i called upon by the true payment. The rule of British law which prevents the holder of a bill from raising any objection if it is accepted as payable in a place other than the place of payment indicated in the bill is highly inconvenient. Under Articles 25 and 30 of the draft Uniform Law the hotter of a bill is entitled to treat it as dishonoured by non. acceptance if it is accepted as payable in a place other than the proper place of payment, and it is desirable to modify the British law in the same direction.
DAYS OF PAYMENT AND DAYS OF GEACE,.
That where a bill falls due on a Sunday or public holiday it should be payable on the nort aucceeding business day (Delegates' Recom raendation) (Art. 39).
That days of grace should to abolished (Delegator Recommendation) (Art. 40),
That the presentment of bills payable on. demand for payment should be governed by the same rats (mutatis mutandie) is the present. ment of bills payable for acceptando after sight (Art. 41).
It is also suggested that a bill payable after sight should, in any caso, be presented for accept aboo within six months of the date of issue: and that no, bill of exchange should become invalid by reason of non-compliance with local Stamp lave.
THE DRIFT UNIFORM LAW. Under suggested modifications of the drafi Uniform Law, the report further proposes the introduction of the convenient English oustom of "noting" for protest; suggests that the return of s dishonoured bill is a saficient notice of dishonour; and dissents from the article under which the holder of a bill dishonoured by
