Connt Ernost ron Reventlow, the wall-known German strategical expert, is about to publish the following expression of opinion on the balance of power in the Pacifo Ocean and the relations between the United States and Japan, which he thinks may indirectly be influenced by events in Mexico, says the Berlin correspondent of The Stavilagl.
