The Waiwapa respectfully transmits the following message from His Imperial High- ness, the Prince Regent, dates Peking, April 2: We are now on the eve of the opening of the Int rnational Plague Conference in Mukden, and we are delighted that the different (lovernments have deputed special ists to attend, and to assist in the delibera- tions of the Conference. We have followed this course of this epidemic with great atten- tion, and this Conference, in which different experts will participate, will, wo fuel sure, throw much light upon the disease, unl only from the purely scientific standpoint, but alno from the point of view of methods of prevention and treatment, which will mini- mize suffering from plaga in the fature, We sincerely frust, that the fruit of your labours will advance the cause of humanity, and bring infinits blessing to mankind.'"
