The document from which "Ex-Consal" quotes,which was addressed to Lord Salis bury 18

years ago, expressly refers "Provincial loans," which, in those days, were raised on the personal guarantee of the Viceroy without Emperial authority, but the Faking-Hankey Railway Redemption Loan is not a Provincial lona. It is an Imperial Chinese Government loan, sanctioned by Im-. perial Edict, and it is so described by H.E. Lord Li Ching-fong, the Chinose Minister to Great Britain.

If a Ministry or Board of a Government undertaken ⚫ certain responsibilities, such responsibilities, cannot be doomed to be other than those of the Government of which that Ministry or Board forms a part. The Board is not a separate body, nor is it an entity in itself; it exists only as part of the Government, and it therefore follows that the Board of Posts and Communications haring Issued a loan of the Imperial Chinese Gorein ment, duly sanctioned by Imperial Edist, it oanot be questioned that such a loan is a due and proper obligation of the Imperial Chiness Government.

Finally Ex-Consul”” is puzzled because the Chinese Government isshed a loan at 7 per cent. when it can borrow freely at 5 per cent.; but be fails to observe that 5 porcent, loans redeemable in 0 years or at a prewing in a shorter period produce net to the Government about 10 per cont. less than the 7 por cont. loan in ques- tion, which is redeemable at par in ten years.
