the Governor has given directions- for the exe. ention of the first two measures proposed in tho minute of the Head of the Sanitary. Department, dated 26th January, 1911, to combat malaria at Stanley. As regards the third, I am to state that the Principal Civil Medical Ofer considers it will saffico in the first instanes to issue quinine to the children, as it is they whe principally harbour malarial parasites, and that the free distribution of quinine will for the present be limited accordingly.
Dr. FITZWILLIAMS minuted-It seems a pity to restrict the quinine in this way, so the children must in the first instance catch it from someone, and why not from the parasts who are infected P
The PRESIDENT Gontlemen, with reference to the measures that the Board recommended the Government to adopt at Stanley, you will:ses that they have all been agreed upon by the Government, including free distribution of quinine to children for the present. I under stand that an effort is being made now to issue quining to school children in all malarial dis tricts, and if it is a success no doubt the issue will be extended to grown-up people. It was thought best to slart with children, as they are more amenable to discipline. If an old farmer nt Stanley was given quinine and told to take it he would probably nod his head and drop it in the nearest gutter after getting out of the polica s'ution, hut in the case of children they will take it at school in the presence of the tuncher. I don't think we can compel old reaid ants to go to the police station and take quining in the presence of the sergeant.
Hr. HoopenAre they made aware that if they do go they can have a free dose although they are not children? Do I gather from what you say that from an economical point of view quinine is limited to children?
The PRESIDENT-If grown-up people ask for it they will get it, but so far as the letter goes free distribution is for the prosent limited to children, If there is any large demand amongst grown-ups I will instruct the sergeant, who is the sanitary inspector there, to let me know.
Mr. HOOPER-I think a notice should be put up at the polios station informing residents that they can have froo quinine. Otherwise they will not apply for it.

I am very strongly of opinion that sial- lar legislation should be introduned into the Colony at an early date and that a label as above both in English and Chinese be compul Bory, to which be added a bi-lingual notice, "Not
suitable for infante."**
The PRESIDENT Submitted three samples of the milk ia question. One, he pointed out, was not suitable for infants, although it was obviously meant for infants, because it had the sign of a baby on it. Another was not meant by its label to be suitable for infants, because it had a fat | Bhadde on it..
Dr. FITZWILLIAME None of these are of local manufacturo, are they?
The PRESIDENT-They are all imported. Mr. HOOPER-Was this question ever brought to the noties of the Government within the last three or four years? It passes | through my mind that the Colonial Secretary was addressed on the subject. The matter was brought to my notice by a large manufacturer of the pure article in England.
The MEDICAL OFFICER OF HEALTH said the matter had never been before the Board.

KOBİALITY. STATISTICS.
The mortality statistics for the week ending January 28th, based on a death rate per 1000 per annum, showed the death rate for the whole Colony to be 11, while for the week ending February 4th the rate was 19.5, as against 15.6 for the corresponding wook of last year,
BAT RETURN.
During the week ending March 4th 2,075 rats were caught in the Colony, two of which were infected. This total exceeds the previous week's catch by 195, and is the record for the year.
The PRESIDENT drew attention to the rat return, which showed k record number of rats caught. During the last fortnight the annual rat poisoning campaign had been in programa and the inspectors had been devoting their tim to tracing rat poison in houses throughout the aity. That work was completed on Saturday last and another campaign had been commenced in Kowloon.
Colonel BEDFORD asked if there was a reserve of rat poison.
The PRESIDENT replied that they might have enough left to give to the military
