This Bill, Sir, offecte certain amendments in the Defences (Sketching Prevention) Ordinance of 1815 by making the posses sion of sketches, drawings photographs, ste, of auy battery or fortification illegal anless obtained by permission of the Governor in prit ing. The Ordinanco es it stands at present applies to persons taking printe, drawings or plans, but it makes no dannite provision for people found in possession of them. Therefore it is proposed to follow the very common pre- cedent of the law in England by making plans legally obtained an offenes. It gives power to
magistrate to issue search warrants to secure any such drawings or prints which may have been illegally obtained. Clause three of the Bill prohibits trespassing on forifications or nay nasal or military premises. I may state that our Ordinanes No 1 of 1895 is framed generally in accordance with the law in other eastern colonies, This particular clans three is not in the Or dinance of 1895, although it is in the Ordinances of both Ceylon and the Siraite Settlements. It kos therefore been deemed desirable to include it in ours so as to bring it into all fours with the Ordinances prevailing elsewhore. In addi tion to those there is a provision to control balloonists as stated in the memorandum of the Bill. Part II. of No. 10 of 1910, which deals with a different matter, will remataraprakés us a substantive enactment.
