INHERENT PROBABILITIES FOR 1911.

At the opening of a new year, prophesy des conds for a few days from the realms of the ocenit and becomes a fashionable hobby. Indeed, to an observant person, with a retentive memory, the role of the snor is now comparatively simple; there are so many volumes of statistics and books. of information which can.

be consulted for nothing that imagination is hardly nosessary.

For 1911, there are certain events-such us Suffragette breakfasts at the Criterien and Free Trade eulogius by Mr. Asquith-which cannot aten be included in the category of probabilities; we know by bitter experience that they are moral certainties. But possibly an incomplete calendar of the more obvious probabilities of the Now Year way in useful to politicians and others afliated with short memories.

January, The Chancellor of the Exchequer makes na immortal" speech at Houndeditch ou the social problem. Strange silence on the part of the Prime Minister.

The Home Secretary visits a prison and orders the release of a low convicts.

February.-Parliament ments; the Prime Ministor shows much adroitness in auswering questions from bis ardent followers,

Towards the end of the month the pantomimo Benson comes to a close, and Mr. Asquith in- troduces the Parliament Bill,

March. The Chancellor of the Exchequer delivers a historic address at a non-political meeting at Bermondsey, violently attacking the House of Lords.

The First Lord of the Admiralty apologises to his followers for maintaining the British Nary,

April-Growing impatienge of the Radical party at the coaliuued existence of the House of Lards.

May.The Parliament Bill agaiu; noble pirit of self-sacrifice shown by prominent Rad iosis, who inform the Prime Ministar that they aro ready to become Punts for the sake of the Cause.

June. A cheerful mouth; public interest in the Coronation puts polities in the shade, and. strangely enough, no one seems to be any the worse for it.

July-Good temperalowly evaporating. Far- thor Radical grumblings at the continuod exi- tence of the House of Lords.

August-Parliament decides to take a holiday, by general consent of all partios. The Prime Ministar announces that tho Will of the People ahati prevail, and is londly cheered by the mem- bors of the National Liberal Club.

September-Strenuous competition between the Chancellor of the Exchequer and the Homs Secretary for Prose notices on their holiday adventuros...

J

Cetoker Summer acts in early in the mouth, and is closely followed by some brisk winter weather.

The Home Secretary reversos a law magis terial decisions.

November,The Prime Ministor speaks at the Guildhall on foreign affairs, and naglects to mention the Constitutional question at all. Resentful criticis,by the Radied Press at this Japse into patriotism..

December-The Chancellor of the Exchequer threatens the House of Larils with total destruo tion; languid amusomeat of the public; general discussion as to the possibilities of the Now Year. -L. H. D. in the Pall Mall Gazelle,

SHIPPERS AND MERCHANTS.

In the City of Loudon Court, last month. point of some importates to shipowners nud merchants was submitted to his hannar Judga Lumloy Smith, K.C. The time-chartered owners of a steamship sued a timber merchant for balance of "toight. The soliciter for the defendant mid the a questio had arisen for the first time which way of wach im ortines to shipowners and merchant freighters, and the decision would govern numerona engas, Ao tions wore continually being brought by ship owners for balance of freight, and the defence generally raiend was shortage. In the present claim £41 154ld was demanded, and a counter claim laud ar ratsel for £41 168 4d. In the Anjority of ruch as the shipowners were foreigners. If the amount of the dinim was paid inta asart then the foreige plaintiffs could sail sway, and the movebant froighters in this country could not recover the amount of their counter. claim

In those streuumstances it had been the practies of freighters for a considerable time to adopt the form of dofonce used in the oaso. Subjoot to the counter-claim the defendant admitted the elnim, and counter-claimed for shortage. Defendant contouded that the money should be kept in conyt untill the trial, whereas the plaintiffs wanted to take it on. Plaintiffs wore an English fives, but the principle was the same. There was no hardship in keeping the money in court,

The Registrar (Mr. J. Anstey Wild) had decided that the money paid into court must l paid out at once, but the point was important. and it had bon reserved for the jungo.

The plaintiffs solicitor submitted that the Registrar was right. Dofondant wanted some. thing read into the rules which was not there. The Court had no jurisdiction to keep the money in emirt. There had been an absolute tender, and the plaintifs had accepted it.

Judge Lumley Smith said the plaintiffs' best polat was that it was no good for the defendant to pay the money in if the plaintiffs could not get it. As the point was important he would take time to consider his judgment.

common to most of these bodies in that they the policy of procrastination which seems to be find themselves seriously embarrassed by the aupton-so far as the proprietors. of the dock rapid growth in the size of steamers South estato aro concorned-is one of the few oxcep- tions to this inte. Liverpool and New York did manage at the laventit boar to provide for the deep draught of the Lusitani and Mauret anin, but the London and Sonth-Western Rail way Company have taken time by the forelock and are hastening thecompletion of a magnificent dock into which the new White Star leviathans will be able to enter with case and safety, The same tribute cannot be paid to New York, where the problem of accommodating these vessels is still calling for a satisfactory solution.
