RAILWAY DIFFICULTIES.
The trouble between the Sai Chuan gentry and the Railway Authorities is not yet at an ond, Somo time ago I reported that a branch line connecting the Yaet Hon and Kwong-kow systemis was to be constructed, but that the geairy strongly opposed the construction. The ressou is that these people: are £rm believers in the superstition known as "furg-shui,” and no deeply rooted is their belief that all offorts, at an agreement have been futilo. The case was laid before the highest authorities here, and the Nam Hoi Magistrate has been commissionod see these misguided men and bring them to reason. If persuasion faila severe measures will be resorted to in order to make the men sell the required land.
QUEER FOLICE METHODS,
Yesterday I was having a converantion with a native gentleman, and the abject of police
happened to crop up. Ho remarked that the people are getting more and more disgusted with their protectors, and soon there may be organised resistanos to the paymout of the police tax. This tar is a considérable burden, for it is no less than 10 per cont of the zoat,. The gentleman went on to say that the other night a thief made his way into his house, and had succeeded in collecting a bundle of things when he was discovered. He made a bolt for the stroot, in which, close to the house, was a constable on duty. The gentleman oried “thief" and the robbor dropped the bandle in the road. aad ran on past the constable, who made no effort to stop him, but stood there laughing heartily as if the affair was a good joke. From Fatshion goo come other reports. A night or twe age one of the higher police officers made a surprise tour of the beats during the night It was a Burprise tour in more than one senso, for the officer afterwards reported that hardly a con- stable was to be found at his post. Some le dissovorod seloop in sheltered doorways, while athore he found oard-playing in the house of H.watchman.
SCARED OFFICIALS.
The now Viceroy is proving himself a veri table terror to all those offeinls who are found incompetent. He has just wired off to Peking a long list of offers whom he considers worthy of punishment, and these men are said to be greatly scared, Yesterday he sent for two military offers of somewhat important position aul subjected them to a searching questioning Having proveil thoir worthlessness hy means of their inability to answer (TAR- tions put to them he soundly reprimanded them, and doubless their posts will soon be given to better men. It has aítica bean discovered that these men had feceived prome. tion on the recommendation of a relative who himself is a very highly placed military officer, The Viceroy wisely sees that there is far too much of this family influence work in Chin and he has given it plainly to be understood that so long as he is Viceroy here men will only be promoted on morit.
DARING BOBUERY
A very daring robbery took place in broad daylight at Sha Ho yesterday. A shopkeeper of Yau Lan St sent a foki with 853 to the above mentioned place to purchase fowls to be retailed. While on the road just outside the East Gate he was attached by two robbers, who relieved him of the moray The man oried for help and the robbers took to their heels parsued, however, by a mounted constable. Suddenly the robbers stopped, pulled the patrol from his horse and

Returning to the plague situation, all the machinery of trade and industry in Manchurin has nearly come to a standstill, the foreign residente in the interior have mostly closed their business, thess in Dairen have as little to do, and all this at the time which should be in ordinary circumstances the height of a lively export season. The ports of Chefeo, Shang- hai, Amby and Chomulpo heve de larel Man- churia as infosted and will enforce quamatino on all vessels therefrom, which involves no light hindrance to both general and shipping trade. The streets of Dairen are alive with agents of a powerful organization to exterminate the dread disease-germs which hold the residents in fear and keep them indoors and idle. The same all the railway towns on the main line of the must apply with perhaps stronger emphasis to South Manchuria Railway and also on the Chiuoso Eastern Railway,
