The tonnage movement in the foreign trade of the islands shows that the total entries have increased from 1,492,562 tons in 1903 to 1,517,485 tone in 1909, of which those under the American vessels an increase of 73,882 tons and British dag show an increase of 11,521 tons,

ME. TAFT'S SUGGESTIÓN.
The new moter engines, I am told, cannot be fitted to ships built on the old lines. Therefore all our Dreadnoughts, our truisers, and one ocean greyhounds will have to go to the sorap heup. to this there is ne alternative, As soon as this contingency, which may shortly be confronted, is recognised by all the Powers interested, then the psychological moment will have come for discussing whether the race for naval construction is to be in over a ain, or some ratio of the amount to be expended each year can be agreed upon by the naval Powers, Then, and only then, would President Taft's suggestion find favont in the eyes of the majority of the nations and bear desirable fruit. Another remarkable feature

The togusze employed between Phil opine porta nod New York is exclusively British, and British vessels niso take the lion's share of the trade with the Pacific coast Were tho navigation laws restieting the carrying trails to American vessels to be put lato fores British shipping at this port would, of coures be very seriously affected, but the immediate reult of such a polioy at present would probably be to raise freights between these islands and the United States to such a polut, that not even the high tarius now in force against foreign goods would prevent the volume of trade from flowing towards foreign countries. Prices would rise and the development of the island be greatly retard- ed. It is probable that upon the completion of the Panama Canal, which is boud to have a highly stimulating effent upon American hip ping a the Pacific, an effort will be made to bring about the application of the costing trade laws, bat it is most unlikely that any such step will be taken before that date.
A matter of interest in shipping circles in 1909 was the broach between some of the lead ing Beal hemp oxporters and the Und Kingdom Conference. The great and unex- pected development of the export of unchuria beans from the ports of Dairen and Newchivang to Europe in the autumn of the year absorled so mash of the available space on vessels belongsrail in saving the huddled transports from ing to the Conference, that froights from Manila to London and Liverpool rose to 31. 10s, per ton of 104 cubic feet.
