Following is a translation of the memorial of the National Assembly impoaobing the Grand Council:-
The Trucheng Yuan begs to memorialize that the Grand Council is not aware of its responsibilities and consequently unable to ronder satisfactory sarricas. It will be noted that in a constitutional country thoro, aro a parliament and a cabinet-one deliborating matters and the other executing them. They are interdependent and only when each dis- charges its daty well can the government be successful. Now Chios is preparing for the adoption of B constitution and the Taucheng Yuan is being convened, as the foundation of the Uppor and Lower Houses. It has been graciously waigned the duty of representing the public opinion and deliberating being fully alive to their important burden hovo on the budget, now laws, oto. Its members worked day and night in hopes to fulfil the Imperial order by doing their utmost. They deliborative function, while the government bas are of opinion that the Yuan has only the the expontivo power. Therefore, the two must sympathize and co-operate with each other in order to realize the Imperial wish for national reform.

It had been anmounted that a Pontifical Mass would be celebrated by his Lordship the Bishop on this day with every possible solem nify, fishing with the Papal Blessing, which his Lordship, by apostolic sathority, cau admin ister at any special feast of his choice. In fact at 9 o'clock in the morning, his Lordahlp tho Bishop having taken his Pontifical rent, espe. cially arranged at the main altar, and being
attired in his official robes, started the Seleman
Muss, noulyted by the Rev. Fathers Francizos Sita and Adrosice M. dos Santos, and the chieft assistant, Bev. Fr. Alves da Silva, the senior missionary of the diocese, who accompanied the Bishop during his tour. The music was conducted by the Rev. Fr. Pitta Lages, missionary-in-charge of the Shiu Hing distriot. who, at the Gospel, stepped forward and delivered an appropriate sermon in Chinese with admirable fluency.
At the conclusion of the Mass, his Lordship substituted his chasule for a rich cope and took 179 his seat under a palanquin, while the Dercon in toned the Confiteor and the congregation receiv Bishop according to the Ritual. The Blessed ed the Papal Blessing administered by the
Sacrament was exposed during the evening in the little Church of Shin Hing, during which the hymn Fange lingua was sang by the choir, concluding with the Benediction of the Holy Sacrament, after which Confirmation was ad- ministered by the Bishop to Christians who bud cone from some far-off districts. Finally there WAR the Christmas tree. A request had been made to Macao, to the Rev. Dr. A. Gomes, the parish priest of Sto. Antonio and the founder of the pious institution named "Pão dos Pobres," for a small contribution for the poor of Shit Hing on this particular acossion. For the amareason in modern countries the ministers are responsible for all the actions of the government, so that the people may correat the government whenever it commits mistakes without embar raming the sovereign. What a wise policy it is" to promote the welfare of the nation and protect the sacredness of the scroreign! Since China has determined to adopt a cstitution, it is necessary for her ministers to tako responsibility for national affairs Fat they have denied this notion. Prompt in drawing salaries and tardy in taking responsibility, thoir sonduct cannot be found in ministers of a constitutional govern- ment, nor is it in sooord with the ancient ideai of a minister. This is the first defect of the Grand Council.
In a constitutional country the function of the ministers of State is to determine what policies should be adopted in the different ministries and how power shonkt be consolidated In each ministry. They should therefore have knowledge of affairs of the whole nation, weigh their importarce and arrange them according to their relative value, so as to insure road manage. ment.
