Of tho character of the education given in the schools of Chibli we have no knowledge, but wathink it may be safely con- jectured that it represents a higher standard than is to be found in most provinces, Ju almost every other province there would seem to be a serious lack of competent teachers, but Chibli does not appear to suffer greatly from this deficiency. Perhaps this is due to the fact that the competent teachers are naturally attracted to the province WINE & SPIRIT MERCHANTS which has enjoyed the reputation of leading the whole country in education reform, and possibly, too, because the education adminis tration in the province is not starved finen- cially as it too frequently is in some other. parts of the Empire.
