BERLIN, Doo. 10. The speech in which Herr von Bethmson Hollweg opened the second day's debate on the Estimates yesterday was the Government's calculated appeal to the country at the beginning of a campaign which will go on intermittently Tintil next year's Reichstag elections, Hero at Bhat is Herr von Bethmann- Hellweg's "pro- 6." THE FIGHT AGAINST SOCIALISM.

Herr von Bathmann-Hollweg then came to what he said was the most important point, the attitude towards Social Democracy. He started from a much-discussed challenge which the Con- Hervative leader, Herr von Haydebrand, made a fortnight ago that he should take solive steps against the Socialists. He began by rebaking his critic upon the ground that the country ought not to be allowed to think that the Government nooded such o stimulus to make it do is duty. He then discussed in detail certain drawbacks and their remedies: First, there was the question-of- accelerating procedure in the trial of offences against public ordor. They had the example of France during the railway strike and the daily example of England is rapidity of punish- ment. In Germany it took weeks and tonths to arrive at the beginning of monster tils, and the trials themselves were ondless. Herr von Bethmann-Hollweg leverly quoted Count Rusedowsky on the general point, and appealed to the Reichstag to support the Government in this matter during the further debates on the Criminal Procedure Regulation Hill, which was bafore the House. He made a similar appeal in re-ard to those classes of the Workmen's In surance Consolidation Bill which are intended to protect Germany's socio-political institu tions from boing made the tool of Social democratic strategy.” Further, there was the draft, prepared by an expert committee, of a new criusina) code. The German people must be shown plainly whither the Socialists were taking them. Those who preached to the masses that they could not prosper unles the present order of things was thrown down and ruined. shared the blame if the masses applied this doctrine.
