HIS EXCELLENCY'S OPENING SPEROE,
At the opening of the Federal Council, on the 31st ult. at Kuala Kangsar, the High Commissioner reviewed the financial position of the F.M.S. In December last, a revonze of twenty-two million dollars was anticipated, but the actual receipts amounted to $25,246,863 The estimated revenue
refixed on for 1910, 08 the returns of the half year was $24,742,721. The oxpenditure was estimated at $26,985,003, and the rovised estimate was $2,654,981. The
will probably show a deficit of $1,822,260, For 1911 the revenue was estimated at $27,096,421 and the expenditure at $29,768,167, of which about five million would be sport on railway extension, and over four millions on public works special services. Pablic works plans were completed for a water supply to the coast states of Selangor. Jungle had been cleared at head works and everything was ready for the pipes.
In 1911 it was proposed to undertake a pre- paratory school for Malaya at Kuala Kangsar, a new house for the Resident-Ceuoral ot Kuni Lumpur, hospital, at Ipoh, police barracks, a post office and public offices at Tapah, a post office at Kuala Kangsar, offices and quarters in new territory, extension of the river embankment and waterworks at Kuala Lumpur and reclamation of the Batu Road swampy
