know of any warrant for the statement that the exaction of an indemnity is the one thing which will render future rioting almost certain." If this is the view gener ally taken of the matter among missiouaries in the district, we can understand the action of the governing body of the China Inland Mission. It is objected that the imposition of a tax to pay such an indemnity is essentially unjust, since it punishes thone who are innocent. That may be largaly frue in many cases, but we hesitate to accept the view that the imposition of an indemnity tax in such circumstances is more likely to lead to renewed rioting than to serve as an insurance against a recurrence of such troubles. Be that as it may, we entirely share the view that the punish ment in this instance should have fallen more heavily on the officials. It has been abundantly clear that the men at the

of all previous trouble at Changsha which has made the Treaty opening that port a dead letter, have been the officials, and it is much to be regretted that in the settlement of this la est trouble they have been allowed to scape so lightly.
