The arrival home on leave of absence of Sir Trederick Lngard, Governor of Hongkong, is a rominder that it is only three years since his Excellency assumed the administration of the Colony, and that during the intervening period he has succeeded in doing a great deal of work which will be of permanent good to the island community. Sir Frederick arrived there at a time of unparalleled trade depression, and when the finances of the Colony were at a low ebb. The oplum crusade had begun at home, and the eventual suppression of this trade meant a serious dociine in the revenue of Hogkong. Sir Frederick, fully alive to the portents of the moment, took an early opportunity to approach the Secretary of State with regard to compense- tion for the loss occasioned to the Colony through the action of the Imperial Government, and his representations in this direction onded in a sub- stantial grant being made to the Colony.
