Three weeks have elapsed since the duty on prepared opium, as it is terined, was institated, and though much correspondence has taken place between the merchants interested and the Hongkong Chamber of Commerce Committee who are championing the cause of the traders hero and the British representatives at Pek- ing and Canton, as well as with the Foreign Office, no tangible results have been obtain ed. As a matter of fact, the absence of result is zaost disquieting, and the little that is known of the "official" attitude talion by the British Charge d'Affaires in Peking and of HBM.'s Consul General at Canton is certainly disappointing.
The question is not a new one. It has been raised, discussed and settled with moreor less promptitude at least half-a-dozen times within the first ten years of the pre- sent century, and it has been known under several guises practically since the British came to trade with China. In the early years of last century Chinese dislike of the whole connection with foreign countries screened itself behind the opposition to one item in particular, and the immutable principles of morality were invoked to cast a stigma on those who supplied the people,
