Should au open rupture ensue, either in the form of strike or a lookout, the evils of the situation will be needlessly aggravated, and the ruinous state of affairs brought about in the ÆRATED WATERS cotton county will re-act most injuriously on the trade of the country. An occasion like the present usually calls forth vigorously expressed opinion as to the advisability of restraining speculation in staple products, and it is interesting to note that a com- mittes of Congress has been considering the details of an anti-option" bill intended to prevent speculation in the future prices of staple agricultural products. The com- mittee, according to latest reports from the United States, was disposed to eliminate from the bill reference to any product but, cotton on the ground that there is little or no pressure for such legislation from any class of producera except cotton growers. And it would be quite as well, probable botter to eliminate all reference to cotton also. It is a feature of the paternal form of govern- ment which is developing in the leading countries that it presumes to settle details of ordinary life and conduct. For instance, gambling is made illegal. Some excuse is found for this, inasmuch as it protects cer- tain misguided people against themselves, but at the same time it is nothing less then a serious interference with the liberty of the subject. As we all know, there are multitudes of men so constituted that they must ramble, and no power on earth can preserve them. They will gamble in spite of all restrictions.
