It is not at Wilhemshavon alone, however, that Garwan activity in the North Sea is being manifested. One of the most striking instances is Borkum, the island that is situated at the mouth of the River Eus, and the most westerly point of the German territory, The fortifica lions of this island, hitherto only moderate, ove being greatly increased, and their male strength will include bet cen forty and fifty heavy and mediam quick-firing guus. The reason for the increase is that it has become known in Germany that the plans of the British Admiralty, in the event of a war with Germany, included the seizure of this island, to serve as a base for torpade oporations against the German coast. How Germany became possessed of such information it is impossible for the present writer to say, but the fact remains that it did, and that Gormsny is, consequently, taking steps to prevent the achievement of such an object. Quite recently the garrison of the island has been increased by three battalions of artillery, while accommodation for 400 Reserves lins been erected at Emden.

Much the same reasons probably account for Germany's great expenditure on the Loland of Heligoland. Over three millions sterling is boing spent upon the development of this mass of eluya half for fortifications and a half for the constraction of a torpedo harbour.

Brunsbüttel is another point on which much energy is being concentrated. His Excellency the. Governor is unwittingly doing much to undermine an article of political faith to which we have absoribed for many years. Having seen something of democracy at close quarters, we must confess to have entertained hitherto na insuperable objection to Demos and all his works and a firm belief would be by far the most suitable and efficient form of government. Now here in the Straits This Colony affords a most striking example of we can see an autocracy in full working order.
