Hoa, H. STEWART I would like to under- stand, your Excellency. We have so far legislated to prevent the keeping of opium dens, but not so far as I know to prevent the smoking of opium. If anyone chooses to smoke oplum in private houses surely there is no law to prevent that ?

The COLONIAL SECRETARY-The hon. mem- ber is under a misapprehension regarding the principle of the Bill. The Bill does not prohibit the eating or drinking of opium. It simply enables a penalty to be enforced on anybody who has compounds of opium, morphis or auch concoctions unlawfully. If he obtains them lawfully he won't be hurt.

BROKERAGE CHARGES
INTERESTING SINGAPORE COMPLAINT.
A correspondent writes to the Straits Timés as follows:"
Sir-You have had correspondence fately in the matter of share dealing and brokers and another point having reference to the subject is that of the commission charged on the transso. tions. It is anrety far too high, at any rate on the larger transactions, und in many cases must at the investor or speculator from making my profit except on a big move,
The rates charged are one per vent ou ordlasry shares and five cents per share on one dollar-shares. The former of the Lyo is bad enough, but the latter is a perfect shame.
The broker out here does little for it arcept to introduce bayer and seller, whereas the broker at home has to support a costly Stook Exchange which ansuras credit, and publishes tape pricas, telegrams, etc., and exercises.
HIS EXCELLENCY-Gentlemen, we do not pro- pose to prosead with this Bill under the following circumstances. On the 5th May, 1909, I received u letter from the Chamber of Commerce appealing to the Government to make the change in the law which this Bill was intended to give effect. The suggestion was referred to the Law Society, who supported it, and it was also sup ported by the legal advisers of the Government at that time, But both the judges were opposed to it. I understood from the terms of the letter from the Chamber of Commerce that thechange was the unanimous wish of the community, and I made that representation to the Secretary of Stato in forwarding a draft of the Bill to him. From the terms of bis despatch concurring in the Bill I gathered that he somewhat reluctantly con santed and only on the understanding that it was demanded by public opinion of this Colony. When the Bill was introduced into this Counsupervision over its members, and also he does oil I anticipated in consequence no opposition whatever on the part of the unofficial members. It was therefore to me a very considerable aur- prise that the hon. member who represents the Justices of the Pence, whose constituents form a vory weighty class in the community, opposed the Dill. It was also opposed still more unequivocal ly by the hon. member who sits on his left (Hon. Mr. Osborne), who went so far DB to to the brokerage. state that he believed if the Bill was passed it woukl not be long before a publle meeting would be called to condeanu it. I also received a full argued protest from one of the leading counsel in this Colony. In these circum stances I had no alternative but
to conclude that y representation to the Secretary of State Lat this Bill was un-

Moreover, the broker at home is a broker pare and simple, and buyer's and seller's prices in any one transaction are the same, whereas here the brokers act as jobbers also, and at times when possible take a turn in price in addition
In the existing circumstances where shares have such a ready market, I am convinced that if the local Pross wero to open a column Shares for sale and purchase" and made an ordinary advertisement charge for introducing buyer and seller, it would be a convenience to the public and a source of profit to the Press.
Only recently I had a transaction in which the sheros rose 2/6, quite a respectable rise, and I resold, the total rofit was 8212, of which the brokers took $132 and I got $81; the position is absurd, they took no risk whatever and in case of failure on either side would deny any liability,
