In Japan we have had fortunately for barn ing questions to engage onr attention during the year. I am glad to say that as rozards trade marks there appeare a fair likelihood that piracy will not in the future be allowed the License it has had in the past, and I trust that the Japanese trader will be brought to understand that there are better ways of trading than copying foreign packing and trade marks in order to push the sale of his imitation wares. Let us hope that before many years pass the ordinary Japanese traders may come to be actuated by the same high moral tone that permaster the ranks of their military and naval countrymen. (Applauso,)
The question of taxation of perpetual lese holders in the old Treaty Ports, which has again cropped up, is, I understand, receiving the attention of the British Government, and I think you will agree with me that it would be indis oxent to comment on this occasion on a matter that is best left in diplomativ hands, and as regards the Treaty revision which is to come in 1911 nothing can yet be said.
