THE United Statos Government is now apparently satisfied that when China and Japan negotiated the recent Agreement regarding Manchuria it was not intended to shit the doors of that province, or mora particularly the railway zones, against mining exploitation by Europeans and Americans, as the terms of the Agreement
seem to suggest. It is not stated in the telegram we publish to-day whether the
makers, and presumably the position will now be made clear in a diplomatic note to be attached to the Treaty.
