ME, CRANE ON OHINA.
No 800Ler was Mr. Crane appointed to the United States Legation in Peking than he began to outline the Administration's reASONS for energetic action in the Middle Kingdom, Spanking to the American Asiatic Assosiation at a farewell dinner given to him here some weeks ago he quoted Mr. Taft's speech at Shanghai in 1907 to the effect that the United
States does not corot China's territory, nor grudge har prosperity nor resent her inde pendence and power, and be added in a passage- which deserves to be quoted in full:
"With our Western country älling up with a fine, strong body of men, which our extensive shore-line on the Pacifio, and our powers of production calling for outside markets, we are singularly fortunate at this moment to have at the head of our Government one who under- stands so well the conditions existing around the Pacific, one who has so profound a sympathy for the people, struggling up toward the light. and one in whom these people have so much confidance.
"We believe that although China has great problems to salve, anchas the administrative prob len, the opium problem, the currency problem. and the zerenne problem, she is perfectly capable of solving them alone if she can be kept free from menaco, and we also believe that if she increases in prosperity she will make a better market than if she deteriorates. Of course, in this develop ment she will require much foreign material, and in a perfectly legitimate and friendly way Secretary Knox has determined that we abal have our share. When I was in Chins some tairty years ago the foreign business was largely in the hands of some fine old American honses. They have not prospered much in recent years, but with the new outlook and the new interest we have there, I hope to see then get back to the former dominating position.
"There is no mystory or secrecy about Fast. I go there. my mission to the under the simplest form of fastructions from the President and from the Secra. tary of State to carry out the spirit of the Shangkai speech, and with a profound:
respect for and great confidence in the Chinese people, a great desire to serve well the people who send far, and pride in the spirit of the pro- que so gramme to be carried out. Whaterer is for the prosperity end benefit of the Chinese is the best thing for me.”
In til this there is nothing at variance with British policy. Experience may be relied upon to correct the view that Chius can solve her tremendous problems without outside sil. Observers have already painted out here that. tho Imperial Customs Servico is the only department of the Chinese Government which can claim efficiency, and that that efficiency is due to Sir Robert Hart and his able fellow- workers.
I tore out the few written pages of my diary: we concealed the two chronome- ters about our clothes, and with a certain amount of ammunition were prepared to bolt, our intention being to get away in the middle of the night, when our guards would probably be asleep. We regarded it as almost. certain that we should be attacked and murder- ed before we were able to
go fur
We did not get away that night, and to our pundit came out from the town to re-open rprise on the following morning the local negotiations. The chief now demanded all our money, in return for which he would provide us with an escort and camels. Keeping only a fow dollars we handed over the money, and in the evening twenty-seven camels arrived. Some shote were fired at us at intervals, but no damage was done. Having loaded our camels we started on our return to the coast.
The journey was terribly hot, and we wero very wealt, but we had to make forced marches, and only instched three hours' sleep. We were absolutely done up when we eventually reached. the coast at our original starting place. A how pat in, and in two days took us to Aden.

PRINCESS ASKS FOR A LOAN. UNABLE TO LIVE ON KEE PRESENT INCOME.
Princess Louise of Belgium, the daughter of King Leopold and the divorced wife of Prince Philip of Coburg, who has been in financial diffenties for some time, is making strennons efforts to raise loans of money,
The following is a copy of a letter recently received by the Hamburg Bank:-
I bag to inquire whether your bank would be prepared to grant a loan on the security of an inheritance exceeding £5,000,000. It may be mentioned that the person from whom, this property will be inherited is still living, and he is seventy-six years of age, and that he cannot disinherit the recipient of the loan because the law of his country prevents him from doing so.
Having received a reply to the effect that negotiations could be begun, the bank received another letter as follows:--
In reply to your letter of Septembar 12, I beg to inform you that Princess Louise of Belgium desires to raise this loan by pledging a portion of her father's inheritance. The Prinesss now has a yearly income of about £7,000. She cannot live on this amount, and she is now seeking a loan which will enable her to live in style according to her rank antil the death of the King of Belgium, who is now seventy-six years old...
With this letter was enclosed a statement of Belgian lawver that it will be legally impossible for King Leopold to disinherit his daughter.
