While we are discussing the question of opium I should remind the House of another matter arrangements made with the Chinese Govern. went, under which we are restricting the expert of opfum from Indian ports, will naturally have an important bearing on the question. In Febru ary last an International Opium Commission, ou which a respected member of this House, who had a wide knowledge of the East, my hon friend the member for East Renfrew sat, and on which the principal States of the world were represented. was constituted, on the initiative of the United States of America, for the purpose of investi gating the opium habit and trade in ite numerous aspects. The proceedings of the Commission are now in the Shanghai press, and soon time

At Brussels, therefore, a new era in British exhibiting will be opened. This comes as the relich, although it does not directly affect the sult of a Departmental inquiry, made by the Board of Trade Committee presided over by Sir Alfred Bateman. Taking the opinion of a large num ber of important manufacturers, the Committee found a strong and growing prejudice against exhibitions on the aid lines, and came to the conclusion that it was largely justified. But, it would have been ruinous for Great Britain to abstain alone from a form of advertisement which is now established, they recommended elective means of meeting the grievances of British Exhibitors. The Exhibitions Depart- ment of the Board is the chief ontocme. In stead of every Exhibition being treated as a new less hastily and badly solved--this Department problem of organisation problen more or now constitutes a machinery for the care of British interests in such matters.

This charge for space covers the provision of showcases, the cost of the genera decorative sobeme, the handling „of exhibitors” gooda, the publication of a catalogus in French and English, and some other benefits. *Handling" means that officials of the Commission will take delivery of packages at the Exhibition entrance; anload and place them on the space allotted; take away, store and return the packing cases; and reload at the close of the Exhibition.
