MESSAGES FROM THE KING AND THE MIKADO,
The CHAIRMAN, in proposing the toast of The King," said he had received the following message from his Majesty:—
I understand you will presido this evening at a divner given in connection with the pro posed Anglo-Japanese Exhibition next year. International exhibitions in these days largely depend on private support, and I hope, there fore, that the Japanese and British people wilf come forward to promote an undertaking which has for its object an increase in the commercial prosperity of both the countries and the uniting still closer of the bands of friendship which already exist between them. (Chere.)
The King's message would be an additional incentive to them to do their utmost to make the forthcoming exhibition the success they all hoped it would be.
The CHAIRMAN proposed the health of the Emperor of Japan, and in doing so said the present friendly relations which existed between the two countries were in no small degree due to the interest of the Emperor, from whom he had received the following message :--
I take advantage of this occasion to tender my congratulations to your Royal Highness and to those who join you in celebrating the in- stitution of the Anglo-Japanese Exhibition and to express my sincers wishes for the complete muccess of the undertaking. (Cheers.)

in political circles af Berlin, says the correspon Something like consternation has been cansod dout of the London Daily Telegraph, by the second ballots in the Reichstag by-election in the Palatinate constituency of Landan-Nenstedt. It was the one universal commonplace of the recent financial debates that the whole country was yearning for reform. What the conatry thinks of it now it has got it is shown by the fact that the division, which had been represented by National Lihaval without a break since 1868, has now. returned a Socialist by a thump- ing majority. The contract between the latest figures and those of the previous election shows strikingly the change that has come over the temper of the electorate.

the word. The material progress of the world and the Improvement of communication had effected rapproachment between East and West which even a generation ago seemed far removed. Mast of the people of this country were, how- aver, still very ignorant of Japan, and much had to be done before they could pretend to hava evan approximate ides of the life anil methods of thought of one of the most remark- able peoples the world had seen. Bach aa exhibition as the one now contemplated might do much to help both the English and the Japanese to understand each other's character. Nothing in the last 50 years had been more remarkable than the manner in which our allies had adopted so much that was best of Western elvilization. Perhaps our slower minds must also zpore gradually obtain su insight into the conditions of the Far East as exemplified in the beautiful arts, and crafts of one of the most artistic of nations. A careful study of the art and thought of Japan might indeed make na panse to ask ourselves whether there was not something at least as good, or better, than the utilitarian civilization of the 20th century. Great Britain and Japan were allies with a view to preserving place in the Far East, and ha hoped the exhibition would assist in the good work of drawing still nearer together the two peoples in every way.

SPEECH BY THE JAPANESE AMBASSADUE. The Japanese Ambassador, in reply, said that the relations between the two countries stood on a most solid foundation, and there was no reason why those excellent relations should suffer any change in the future since they had the two countries had well stood the test of time no conflicting interests. The alliance between and circumstance, and it had been a most powerful instrument in the maintenance of poace in that part of the world in which it was intended to apply. It had also been the means of securing beneficial results elsewhere. He felt confident that the exhibition would most materially strengthen and confirm the
sentiments which now existed. He acht
it would greatly help the commercial relations between the two countries which, although im portant, left considerable room for further Bugmentation. Ita access was assured beatise the King had taken a very sympathetic interest in it, because the Government had slready expressed cordial sympathy with its objects, Prince Arthur of Lonnaught was giving them valuable sepport. A large number of eminent men had identified themselves with the effort. In Japan the Imperial Diet had recently voted the large sum of money asked by the Govern ment to enable them to take part in the ex- hibition. The various Government departments were engaged in preparing exhibits within the different spheres of their activities; corporations, municipalities, and the like had most willingly consented to send contributions; and, in short, the Japanese had made it a national work. They were trying their best to show to their allies. through the medium of the exhibition what they were and what they would be. (Chera) He was convinced that the relations between the two Empires would be further strengthened and developed.
Mr. T. MCKINNON WOOD, M.P., proposed "Srocess to
to the Japan-British Ezhitition. He observed that among the interesting things that would be seen in London for the first time next year would be specimens of Japanese gardens. He hardly thought that the people of this country yet realized the extent of the development of the textile and other industries in Japan. Speak ing in the name of Sir Edward Grey, who regretted his inability to be present, and in the name of the Government, he heartily welcomed
