It is absolutely necessary that the people of Japan should be bound by the tie of mutally profitable commerce and enlightened self-in terest with the various British Colonies, and that our allies should realize the extent to which their wate, in the shape of either necessaries or luxuries, can be supplied from the Colonies of the British Empire, the more especially as Japan is by far nearer to many of them than to any other country inhabited by persons of European origin.

·EFFECT OF FLOODS.

In a former letter I advised you that u con- sequence of the high floods of last year the embankments were all being raised and the line in pinces daffected to a surer foundation at the base of the hills. The floods of this year were not abnormal, but for six miles about Yuutar and in many places nearer Caxton they have scoured away tons of material from the perma ment way. In some places shrubs and tress have been planted in order to bind the banking together, but a contractor who travelled with said the line would never be secure unless a cumented facing of stone were erected at Section six, and I felt inclined to agree with him.
