the cultivation of the poppy at a still more rapid rate, but it must not be for gotten that China grows at least six times mors opium that is imported into the country. A year ago optimistic leaders of the anti-opium movement in China were declaring that Obina would cease to be a producer of opium in a couple of years. Though it cannot be gainssid that the eultivation of opium during the past twelve months has been greatly relaced in some districts, the Edicts and proclamations of provincial officials in many other districts have not been so implicitly obeyed, and it will probably be found that the native opium grown during the present year is quite five-fold the amount of the total import from foreign countries. We may notice in this connection a statement by the Rev. H. E. Do Bose, who has prominently
identified himself with this question in North
China. The rev. gentleman his recently interviewed the Governor of Chekiang, who is extolled for the anti-opium measures he | has undertaken, bat there is no ladicatiooja the course of the stalement made by the Governor that anything tougible he been accomplished so far in that direction. The HON. ATTORNEY-GENERAL-The Head of the Sanitary Department is the load of the Board.
Hon. Mr. HEWETT-Yes, but the Head of the Sanitary Department has certain powers of which the Board have no knowledge. I am going back now, to the contention that the ratepayers in the colony ought to have a greater any in municipal maltors, and therefore I say that matters of this kind should be in the hands of the Board and not in the handle of the Department.
Hon, Dr. Ho Kar-The secretary of the Baultary Board,
Hon. Mr. Hawer-The secretary of the Sanitary Board can only act with the authority. of the Board.
The COLONIAL SECRETARY-Much better to have the power in the hands of a Government officer. That will ensure that it will be done properly.
Hon Mr. HEWETT then referred to the granting of permits. He said the authority to isane permits should rest with the Board.
HIS EXCELLENCY pointed out that in a master of urgency it was necessary that there should be someone to lerne such permits:
Hon. Mr. HEWETT admitted that there might be cases for urgency, but then the Head of the Department could instruct the secretary to report to the Boazil what had been done,
The ATTO NEY-GENERAL suggested that in that case it would be better to invest the general authority in the Head of the Departurent.
How Mr. HEWETT - said there had been cessions when the Board had asked
for infor mation, and had been informet that the work had been done by the order of a Government official who was not under the control of the Board, and who received his orders from the Governout. The Board should be recognised.

PATENT ORDINANCE AMENDMENT, The ATTORNEY-ĠENERAL Moved the second rondling of a Bill entitled an ordinance to amend the Patents Ordinance, 1892. In doing so he said-The object of this bill is to give effect in this Colony to the provisions of the Imperial Patents and Designs Act passed in article or process patented must be manufactur 1907. The effect of that act was that ed and carried out in the place where letters patent are granted in order to validate the lettera patent. It will be seen from the mem orandum that the Bill was passed in the Imperial Parliament a short time ago, and it provided that foreign patents could not be valid in England unless they were worked in England, If they were not worked in England the letters patent would be revoked. It is necessary for us to legislate bere on that subject because a patent could not be granted in Hongkong Kingdom. The Bill provides that s patent is unless it has been first granted in the United not revoked in Hongkong merely because It has been revoked in England for not, being worked there, but it is revoked if it is not worked in Hongkong. That makes it necessary to make further provision for procedure with regard to the revocation of patents here and opportunity has been taken in this till to introduce several other amendments as to procedure which were
