great undertaking is commenced, such for instance as the construction of large docks, it is not infrequently stated that success will not be achieved until children have bee thrown into the water to appease the devil who is playing the mischief th the foundations. Consequently when a child disappears from that locality, the parents invariably refrain from making inquiries because the "people say the devil has taken it." Thus the people's superstition te exploited by these nefarious gangs and the practice of kidnapping continues, but we may venture to express the hope that once public attention is directed to the subject the needed reforms will not long be withheld.

There are people in Hongkong who have not yet learned that it is inadvisible to tamper with the course of justice in Hongkong. A few days
age a man was stabbed in Gough Street, though not very seriously, and the case should come on for hearing before the Magistrate one of these days. Some men were, however, apparently very anxious that the plaintiff should not appear as a witness against the man charged with the offence, and on Monday they attacked the plaintiff near the Central Market. Indeed, from the encomiums of the Far Eastern press, we fear for him when Hongkong discover him in her harbour. Governors General have come and gone and outside the Philippines the incidents did not involve even a ripple. When General James F. Smith goes home the. Far East will note it and anywhere he lands there will be a warm welcome awaiting him.

STRANGE FREAK OF NATURE.
A PHILIPPINE PHENOMENON.
In the Hospital of San Juan de Dios, Intra- muros, Manila, there are being cared for in the interesta of science two infant brothers, thirteen
months old, natives of Samar, who were born joined together at the base of the spine but whe live independent lives, having all the organs of the body intact and separate.
The case is one of the rarest that has ever been
encountered in the Philippines and it is belleved that there have been very low cases of the kind anywhere in the world sayes Manila.contempor airy. The rarity was brought to the attention of the medical college of the University of Santo Tomas and the parents were induced to come to Manila with the children. They have been under observation for some time with the object in view of separating them should it be deter mined that an operation would result advanta geously to each or either.
The children were born in March 1908 in the town of Sukat, Sumar. The mother, Jowle Baidolar, named them Lucio, and Simplicia. They are joined in one mot only, the point of union being but an inch long. As a result of this

The thought is not a pleasant one.
