It is net much good trying to forecsit Mr. Lloyd George's Budget, but it in generally believed that the sinking fund will be reduced at least £3,000,000, the income tax on upearned incomes raised 1. 24. in the f, and the working classes made to contribute in some way to the old age pensions by increasing this sagar and tea da ties.

local taxation have absorbed £11,490, 00, thus making a total expenditure of £152,289.000 for the year. There has thus been a saving

early £2,000,000 in outgoings, and we can thus balance the year off as follows —

1908-09 Estimate. Actual Revenge... £153,080,000 £161,578,000 *Expenditure 154,12700 152,289,000

Deficit.. 1,047,000.

711,000 *Including all Sapplementary Estimates. In must be noted that the original estimates of revenue and expenditure hun beth been reduced by £1,270,000 in respect of certain local taxation licences transferred in England and Wales to county councils as from January 1st

.last.

THE OUTLOOK. ·

The estimates of the various big spending departments for the year to March 31st, 1910, are as follows, compared with the year just concluded:--- Expenditure for 1909-10. Total Inc. or Dec.

with 1909-09. Army

£27,435,000... £24,0 0 35,142 700...+ 2,823,200 Nary Civil Services 40,070,171.. +7,072,700 Revenue Depts 22,350,730 + 705,100

124,998,601...+10,577,000

As regards the increase in the Civil Service Estimates we have allowed for the 'sup- plementary estimate of £910,00% For old- age pensions, as otherwise the advance under this head would be £7.982,700. Presur ably the Navy Vote will he kept at the figure estimated, and in the event of the Government putting down the four extra Dreadnoughts it will be future Badgets which will have to find the revenue.

Over and above these figures there are, of the Consolidated Faud Services, which figured at £39.705,000 last year. Whether a raid will be on the Sinking Find hy the Chan- cellor of the Exchequer remains to be seen, but if we take the Consolidated Fond Services for the coming twelve months at the same level ax last year there is a total outlay of £164,703,000 for which provision will have to be made, or fully 10 millionæincrease.

As there seems no likelihood of the present trade depression passing in the immediate futuro it would certainly not soom wise to count r any, improvement in revenue during the new yeur, and

Ieven's euronun of £151,000,000 sppears

a sungaine estimate. However, taking it at that, we would have for the year ending March 31st, 1910-

Rovenne Expenditure..

Deicit

£152,000,000

£164,700,000

... £13,700,000

And over and above this provision will have to be made for the deficit on the working of the year just ended.

I fully believe that the vast majority of comples marry with very little correct idea of love, and it is just as well that they should, for

any whom I have known who have sat in the sunshine of youth waiting patiently for great love to come riding by Fava on the sunshine fade and the wother of life grau gray and wind beaten, and have finally at the end picked up so poor straggler from Love's retinue anil, sought desperately to make a prince of him.

In all matters pertaining to sx, women are stronger than men. If the moral sense of women were not infinitely stronger than that of men, society, aroudit soon beconize chaotic,
