ATTEMPTED OPIUM MONOPOLY AT CANTON,

Corwin regulations issued by the Provincial Authorities of the Two Kwongs called forth prutes from the Opium Merchants of the Colony who requested the Support of the Chamber in resisting what could only be regarded as a branch of Articles 5 and 10 of the British Treaty of Naking 1842.

It was contended that the objectionable regn- latious would form the nucleus of a monopoly which would eventually bring the raw spium trade in the Province of the Twa Kwongs into the hands of a few individuals, and possibly into the hands of the Pvincial Government.

A resolution was passed by the Committee trary orders from the Imperial Government to close immediately the Opium Divaus in Hong- keng and promising to loyally support a policy of gradual reduction.

A letter from Sir Henry Berkeley, the Chair man of the Hongkong Volunteer Reserve sociation, was considered in which it was suggested that in order to strengthen the Volunteer Corps it might be feasible for the Heds of Firns and Banking and other Com- panies when engaging employees in England to make it a condition of engagement that they sheold join the local Volunteer Corps if required to do so by their Employers.

The thamber regretted that it could not see its way to recommend the adoption of the schemo in view of many difficulties which were likely to eminse Employers in the practical working of the scheme.

The Committee strongly sympathised with the Volunteer movement and ita Members were prepared to do all in their power to encourage volunteering among their employees.
