The improvement in trade has been making steady progress. Since the beginning of the now. Fsar orders have come in more freely from all quarters, even from China and Japan where the stocks of foreign goods are supposed to be still inrge, and steamers are ones more leaving the port with full cargoes. As the goods now being shipped must have been ordered some time age, it rusy be assumed that gcing during the winter, in spite of general lamentations, and there seems to be every reason to take a hopeful view of the fature, mera especially since affairs in the Near East have taken a more peacefal tarn. It appears bardly likely, however, that the increasing activity in tende has had anything to do with the advance of the Bank rate in London last week, No doubt the principal, if not the only reason for it has been the growing demand for gold on the part of the Bank of France in anticipation of the new Russian loan, the greater. portion of which will be offered for subscription in Paris. FINANCIAL REFORM.
The question of financial reform in this country seems far from a satisfactory solution, although the resent debates in the Reichstag cannot have failed to convince all parties that the ministerisi atatements with regard to the large amounts required to cover the prospective de ficits of the next few years are scarcely, if at all, | exaggerated and that retrenchments of any con- sequence are hardly feasible. But there seeme to bo a great variety of opinion as to the means of raising the revenue to the desired pitch, Indeed the parliamentary committee to which the matter has been referred, is apparently inclined to go back on a great many points which the Government hoped had been detaitely settled. The indirect taxes proposed find little favour with the Liberals, whilst the Conservatives, and notably the Agrarians, strennously oppose an increase
in the succession duties.
UNFAIR COMPETITION.
The draft of a new law against unfair com petition in trade to supersede that of the year 1896 is about to be submitted to the Reichstag. It enacts that persons knowingly making false representations in advertisements, circulars or other publications as to the quality, origin &c., of goods offered for sale by them shall be liable. to a fire not exceeding Mark 5,000 or to imprisonment for a period not beyond a year, and that su injunction to stop such publica- tions may be obtained by any tradesman pro- ducing the same or similar articles or dealing in such, and by incorporated as ciations for the promotion of the intereste of the trade. The offender may likewise be sued for damages if it can be proved that Ee know the statements to be untrue. A cisim for damages also lies against the editors, periodicals if it can be shown that they at the publishers, printers, vendors and distributors of

The committee on awards of the Philippine Carnival Association has made ita report making the following distribution of prizes."
The best industrial building prize is divided into three parts, the first prize to Pampanga, the second to the Moro exhibit and the third t Bulacan. The commutes found the three build- ings to be of so high a degree of excellence as to call for a redistribution of the prize.

The United States Navy Year-book, published as a Sanate document and compiled by Mr. Pitman Pulsifer, the clerk of the committee ou naval affairs of the Senate, has just been issued. Some important changes are seted in the table which shows the relative strength of the World's navies. The United States Navy has maintained its right to be rated the second strongest in the world during the year 1908. It has maintained this right, however, by a very. narrow margin, for Germany has made strides to the front, and threatens to step into the place she occupied in 1906, second to Great Britain. France, on the other hand, has slipped bolow Germany, and is rated the fourth naval Power, with Japan fitti, and distanced considerably by France.
