The writer complains that while political refugees find protection in the United States, France and Germany from the tyranny and oppression of their governments, Japan is orushing the Chinese | revolutionists, and the manifesto alleges that: the Japanese Government has been bribed to do Bo by the grant of certain railway and mining rights in Manchuria.
