THE WITHDRAWAL FROM REQUIMALT.
The Times correspondent at Victoria (H.C.) writing on October 25th says:-
The Admiralty has ordered the expenditure money necessary to make minor repairs for the upkeep of the buildings of the naval yard at Esquimalt, and British residente on the Pacifle const are hopeful that some day. Esquimalt will be restored to its former position as a nara! station and that Imperial troops will garrison the fortress works. This is the fond desire of the people of British Columbia. To cater to it politicians have, with characteristic recklessness, been promising that they will use their influence" to have the Navy brought back to Esquimalt. The loud cheers indicate the desire of the people. Bumours are constantly circulated giving a near date as the time of coming of a squadron. With each the naval village.roceive, and the agent in charge, the lone watchman, meagre garrison of the pissa, sweeps away the cobwebs from the abandoned doorways of the rusting machine. shops, storerooms, and other buildings. Ther the denial comos again. Esquimalt is again in despair, British Columbians feel anew the humiliation of the loss of prestige in the Pacific Ocean. They regard the Pacife as the probable scene of future political problems born of the changing conditions in the Far East and South America, not the smallest factor in the change being the cutting of the Panama Canal Those who have followed the trend of the changing conditions feel that it will be acessary for Great Britain to be represented at Esquimalt.
At the present time his Majesty's slips Shear water, Algerine, and Egeria represent the Imperial Nary at Esquimalt. The two first vessels are little non-effective police craft, main- tained here for the Bering Sea sealing pairol

manuscripts alone, hat already safely arrived, nnelenk A few weeks ago the Militia officers insisted upon a six-inch gun being supplied at the drill ball in Vistoria for training, and one of the guns from the Esquimalt defences was remore 1 to the city for this purpose. The gun will not be replaced in the fort. At the same time one of two twelve pounders used in an anti terpede the accomplishment of a long planned task, with battery, at the harbour, entrance at Esquimalt great satisfaction. It will doubtles be some was also ramoved to the drill hall in the city for training purpose. There is a local fooling, akin to disgust at the manner in which Canals, after taking over the defences from the Imperial Government, has failed to, carry out its self imposed duty of maintaining this naval port.
A movement is now under way on the part of the Canilian Government to endeavour to secure control of the naval yard from the Imperial Government. This is Loing urged by the Marine and Fisheries Department Wharfage is neces sary for this service on the British Columbia ses-board, and the officials are hopeful of securing ́the naval yard as a bass for the steamers of the sorvion. There are two, a small lighthpuas touder sad a fishery protection cruiser, no bigger then a large trawler, Commander 0. G. V. Spain, of the Marine and Fisheries Service, is putting forward a scheme for a new fishery protection oraiser which will be in effect training oraiser to train Consdian naval cadete, and is hoped that the naval yard may be
it secured as the base of this vessel. There i strong opposition to this plan, the opponents seeking to have two small launchos constructed for use in the protection of the fisheries, which have been allowed for years to remain practically unprotected, while a feat of fishing steamers from United States ports on Puget Sound is constantly engaged in poaching
The feeling locally is strongly opposed to the ides of the naval yard being surrendered by the Imperisi Government to the Dominion, especially when the failure Coanda has made with regard to the manning of the defences is considered. It is hoped that the Imperial Government will not only retain the nayal yard, but will also send a squadron there to maintain the prestige of Great Britain in the Pacifio. It
pointed out that the expected developments in the Pacific will make a squadron necessary. The approach- iur completion of the Fanania Canal will mean Es much to the political future of this ocean as to its commerce. The changes in the Far East will moun moro, and that a Fleet in the Pacific for the protection of Imperial interests will be needed in a generally accepted fact among those. resident on the shores of this ocean, which has recently boua aptly described "the ocean of the future."
