BIR ROBERT HART'S VISIT TO BELFAST
APEECHES ON CHINA.
Sir Robert Hart, Bart, G.C.M.G., was the central figues in two interesting functions held in the city of Belfast last month, when he was presented with an address from the Ghamber of Commercs, and elected an koperary life member,
Later Sir Robert was presented with the freedom of the city, at a reception given by the Lord Mayor in the City Hall, at which there was a large and fashionable attendance.
ÅT THE CHAMEHER OF COMMERCE.
Bir Charles Brett (president) occupied the dhair at the Chamber of Commeren, and, before galling on Mr. W. J. P. Wilson (secretary) to read the address, he said if Sir Robert Hart's broad and enlightened” views of international relatious had guided statesmon in the past in their dealings with the great, prond, and ancient Empire of China, they should not have the sad and shameful retrospect of opium ware, the alege of Teking, and the violsat appro priation of paris by various States in their gread for the gains of commerse. (Applause.) Sir Robert Hart recoguised clearly that material oulture and civilisation were not the same thing, And that, although the Europeans might teach the Chinese many arts and sciences which they did not as yet want to learn, they had not, after all, by their actions given them remen to think that their real civilisation was mush, if at all higher than their own,
The Secretary than read the address, which, after expressing admiration of Sir Robert Hart's public and private character, added" Your successful efforts in convection with the reorganisation and development of the Customs revenue of China, the establishment of the Chinese Imperial Post Office and telegraphs; and the provision of the various lighthouses which studs the hinese littoral, constitute ni zare record of exceptional skill and intrepid patience and poresverance."
BO
SIR ROBERT HART'S REFLY.
Sir ROBBET HART, who was received with loud applause, mid in the course of his reply: More than fifty years ago I was a student here attending the Queen's. Zoreign trade is a luxury, and not a necessity i and even if it does continue and inorease, the Chinus themselves will acquire a large share lu its direst manipulation, and will less depend on foreign middlemen at home and abroad, and not only will they do this, but Chinesɔ menu, factures at some fature day will compete with foreign geode, not only in Caion itself, but claowhere,
VITY'S FREEDOM.
The ceremony of conferring the Freedom of the City of Belfast upon Sir Robert Hart was performed by the Lord Mayor (Bir Ecbert Anderson) in the City Hall in the pressure of a brilliant masamblage of abɔnt 3,000 guests, who attended the reception given by the Lord Mayor and Lady Mayores in honour of the occaKİDD.
In formally presenting the sortifioste of honorary burgans to Sir Robert Hart.
Tao LORD MAY a said he looked upon that mealing as one of the most interesting that had been held in the oity for a long time.
bit He felt it would be entirely superfluous on part if he were to indulge in jeugly ealogiam of Su Robert's remarkable and interesting Career Everywhere throughout the civilised This naine had become household word,
one of the everywhere he was regrind. In Chins, greatest bonefasters of with its teaming millions of people, bis owesried labours had boras mach fruit, and history would record the noble work he had accomplished in that distan: land, a work that bad done so much to pluss its people in the van of progress, and to fit them some day to take a more prominent place amongst the nations of the world. Sir Robert had s most distinguished career, and had had honours enferred upon him by many Sovereigns and raters throughout the world, but he did mol think there was any place in which his talents were me highly appreciated or thought of than in his native land. He had the privilega of frequeat interanoria, with Bir· Robert singe he oude to Belfast. He was a man whoss high obaracter and kindly disposition would endear him to all with whom he came in contact, and it was a source of great pleasure to him that Sir Robert Hart had been able to visit Beltat during his term of office. se Lord. They were all greatly delighted to see that Lady Hart had been able to accompany her distinguished husband that evening, and no matter where they and their family might find themselves he could assure them that they would always bave with them the best and most sincera wishes of the people of Balfant. He had now the bonour to present to Sir Robert the casket containing the illuminated certificate of the freedom of the oity (Applause.)
