AN ANGLO-CHINESE COLLEGE.

The Anglo-Chinese College in Amoy is one- of the most interesting institutions in the Treaty ports of China. There are many sorts of schools and colleges all over the Empire, but probably this College has no equal as a secular institution, nomically, under the patronage of the English Presbyterian Mission and the Lon dou Missionary Society. It begao as a small school of 30 ar 40 boys under the charge of Bev. J. Sadler, a sesions missionary, who has span: most of his long life in this region. It was taken over in 1900 by Mr. H. F. Bankin, formerly of the Eastern School, Singapore, When that excellent institution was closed owing mainly to the short sightedness of some Bingapore buay badtes, Mr. Bankin was offered svery encourage ment by Dr. Fresland Barbour of Edinburgh to undertake the establishment of an Auglo Chinese College on purely sonlar lines in Amay, though there is a morning service and aloo Y.M.U.A. for Christians. The local Com mittee of the London, Mission.ry Bnoisty for tunately also heki very liberal views on the subject of education, so that what Was considered too much for Singapore caus to stay and flourish on this tiny island of Kulangin, the foreign settlement of the Treaty port of Amoy on the Fukien cost, midway between Swatow and Foochow

CONDENSED MILK

The Lobby Correspondent of the Daily Tele- graph writes: There is no likelihood of the drastic scheme for the reduction of the Army, formulated by Mr. Winston Churchill, being adopted by the Cabinet, though soms of the proposals are regarded with favour. In the existing international situation the Govern ment have been advised that any suck schemes was foreshadowed would not only use a violent agitation throughout the coun try. but would bare a-sirione effect on the money market, and possibly on our forsiga rela relations and the development of the polley of eateatos. On military grounds the scheme could not have been defended by any possible line of roseoning, and it would have had to be revealed boldly so politico m have had to be MADE by the ORIGINATORS OF CONDENSED MILK who for 5 YEARS solely with a row to assisting the Chancellor of the Exchequer to balanes his Budget in the spring. The suggestions were of a most revo- lationary character, and could have been carried through only by a united Cabinet, supported by the full strength of the party in the doses of consideration: Commons, and almost from the first it was apparent that no such measure of unanimity Bould be anticipated, bither among the Prime MiDieter's colleagues or in the wider sphere of the party:

Opposition to the solieme has come from quarters from which it was little anticipated. Responsibility has cooled many hot honda Day by day opinion against it in Government cirales

The island of Kulangsu is very interesting little place. It is practically an old Chiness. cemetery. As it just measures about thres square miles and the grestor part of it in stoop and covered with granit boulders, the space available for building is not large. It has the south-west side beautiful beach where the hors fe white with fand, Oa the banks there are a few straggling trees, so rare even in this condition in any part of Chins. To the casu observer, the land looks forbidding and bar and yet on closer inspection the eye, that has en used to hold communion, with Nature, boon soon discovers in the seeming wilderness of locks, abamlance of animal and vegetable forms, lichens, fungi, grasses, sages, ferns, fior-te, species of sarrel and

The climate is excellent. The south coast of China ia humid and bot during sammer. But Amoy is perhaps better than anywhere else along the coast. The configuration of the island makes drainage easy, and therefore FROM BOMBAY, COLOMBO AND the roads, which ato elesu and well kept, ars soon dry. It may be added that the scheme of Mr. Winston Churchill was elaborated, not at the Board of Trade, but at the War Offled itself. The right boat gentleman had practically in quisitorial powers delegated to him by the ahjuet in order to enable him to work out his rough idest in greater detail. With obarao- teristic determination and quickness, he de vo'ed himself to study of the existing Army machine, and had access to all the necessary offers data to enable him to formulate his pro scale. As a result, he suggested, it is under- stood, root and branch redasticos.
