The Board of Trade have issued the following Instructions to Superintendents of Mercantile Marine Offcorn with reference to the application of the language toet to Chinese and other Oriental seamen: "The Superintendent is informed that Chinees or other Oriental seamen should not be allowed to sign the artiol s of any British ship whose crew is being engaged bafore him unless they can pass the langu gå test required by Section 12 of the Merchant Shipping Act, 1906, or palem they can prove to hiê, satisfaction they are British subjects or inhabi- tants of a British Protectorate and consequently xempt from the test. The Board of Trade pre in communication with the Colonial Office on the question whether any facilities exist or dan be provided to enable natives of British Colonies (more particularly Hongkong and the Straits Settlimente) and inhabitants of British Protectorates to obtain an oficial document showing their plan; of birth, and on receipt of reply detailed instructions will be issued as to ar the proof to be required from Oriental asmen or other persons apparently foreign origin who claim to be British subjects or inhabitants. of a British Protectorate.
