The Board of Trade have issued the following Instructions to Superintendents of Mercantile Marine Offcorn with reference to the application of the language toet to Chinese and other Oriental seamen: "The Superintendent is informed that Chinees or other Oriental seamen should not be allowed to sign the artiol s of any British ship whose crew is being engaged bafore him unless they can pass the langu gå test required by Section 12 of the Merchant Shipping Act, 1906, or palem they can prove to hiê, satisfaction they are British subjects or inhabi- tants of a British Protectorate and consequently xempt from the test.
