In the extremely probable event of Mr. TAFT succeeding President RoosEZELr at the White House the desires of the people of the Philippines as expressed in this petition are likely to receive the most sympathetic consideration. It seems indeed that he has promised, if elected, to call an extra sussion of Congress ia March to consider the proposal. But while there is this movement in the Philippines, it is interesting to other nations trading with the islands to note that manu facturers in the United States are declaring in favour of the closing of the Philippine Islands to trade with all countries other than the United States. The Convention of American Manufacturers in New York in May passed a resolution embodying this claim. We note, however, that it does not meet with approval in the Ishands, and a vigorous protest made a year ago by Bishop BRENT is recalled in which he spoke of "corporate interests in the United States A. It may be added that experience has already shown that under preferential tariff conditions the products of American looms have derived a considerable advantage in the islands, and probably the policy of "free trade between the Philip pines and the United States will go 'a considerable way towards ousting all com- petitors in the main lines of commerce. It seems, however, to be recognised in the Philippines that the success of the Free Trade movement depends upon the election of Mr. TAFT, and it is declared that his Orders for talra copies of DAY Pases should be defeat would mean that the Philippines hour the supply limited. Bir Henry Berkeley said it was his pleasant task to state to the jurore the defence of Messrs, Reuter, Brockelmann and Co, to a skarge made against them by Chimasa subjectar in Canton on account of their having storcid, as they were fully entitled to, the privileges accorded to by the Emperor of Chins, under treaty with the Emperor of Germany, to seek the assistance of their ons in Chins to obtain through the Chinese authorities the payment of just dobts. That was the offenos, with a ospital O, with which this respectable German firm was charged. The complaint was that the defendants without justification pursued persons in China who had nothing to do with the Cheng Loong firm, in order to squessa from them monies due to the defendants by the said firm. His Imperial German Majesty's Consul in Chins was gesteed of illegally procuring the Chinese Authorities to not in an arbitrary, high-banded and un- justidable way against this Chinese Arm, The allegation was that they told the Consul that Li Lai-aaa" and two other men had absconded from Hongkong and were hiding in China, meaning thereby that they were, frandu- lently endeavouring to avoid payment of their just debts. Counsel patit to the jury strongly that even if they could have gone against the plaintiffs in Hongkong they wore entitled to go against them in Couton; they were entitled to sae them in this country in which they lived rather than wasta time of following up a useless bankrapt firm in Hongkong.
