ostensibly on account of the Pre-ig legally procured the Chinese author mier's health, but there is a sugges- tion that it is because of financial difficulties connected with tramway

Only ten years ago the teland on stituted a serious drain upon the Central-ris sury, but it has now become virtually indepen- dent, and though large sums still have to be die bursed they are all for productive purposes The amount realised from the land tax is now 2,992.000 yen and the sagar-consumption tax

The reasoning, in the judgment of Lord Meonaghien-upon whose words, fu another car, by the way, some of the Judges in the Court of the Commonwealth placed reliance- is simple. The defendante volunteered informa: tion; and they did so not from any sense of duty, but in the prosecution of a business carried on for prodt. They are not in the position of one who is asked to give information as to some one in his employment or of a bank confidentially .consulted. Te it for the welfare of sonisty that they should conduct a bunces capable of being abused under special protection?" Lord Menghton, newer to this question is clear: the defendants sell libellous information without any distinct advantage to society being the result, and they must tke the consequences if they make mistakes in their perilous trade. He quoted with approval the saying by Vice- Chancellor Kaight Brace, who, with the grim humour of that mastar of irony, remarked that
rath, like all other good things, may be loved
unwisely-may be pursued too keenly-may cost too much", as much as a jury in its wisdom or folly may think fit to give That is the moral and leason which Lord onsghten extracts from the whole onse
