The Corpora tion and the London County Council did not see their way to effect the necesary strange- ment, but a committee was formed, and for some months endeavoured to obtain saffaisat public support to enable them to acquire and maintain the hall. Mr. Emile Levita: I have much pleasure in seconding the resolution,

Mr. H. M. Boss: Mr. Chairman, in the very interesting speech which you have made, I am sorry to observe no mention of the matter of the utmost imporinuce-I should say of vital importavos to Indian banking. I refer to the heavy fall in exchange which took place about the month of November last, and which tem porarily jeopardised the maintenance of the bank gold standard in India, What go, an owe to the maintenaron of the gold standard may, perhaps, be shown if I say that, though a bauk in 1853, we were incorporated 40 years afterwards, or in the year 1892, our £20 shares changed hande at as low figure as 18. In 1893 the Indian minis were closad for the coinage of silver, and 14 years later-that is to say, ie 1907-our £20 rharen were sold at £70. I do not think, therefore, that, we can well overrale what the gold standard has done for Indian bunting, nor that we can well over rate the debt of gratitude we are ander to your partner, Sir James Mackay, who almost single banded initiated the agitation in India which enlminated in the establishment of the gold As you know, I was honorary standard. secretary of the Indisa Currency Association under the presidency of Sir James Mackay, and his successor, Mr John Anderson, and I therefore, speak with some knowledge when I

Sir Alfred Dont, K.C.M.G., seconded the resolution, which was unanimously agreed to,

THE MERCANTILE BANK OF INDIA,

LIMITED.

At the fifteenth sanual general meeting, bold at Loudor on April 140, Mr. R. J. Binck, the Chairmad said Gentlemen, before we proceed with the ordinary business of the meeting, I wish for a few moments to refer to a tabject which I am sure is uppermost in the minds of ne all, and that is the absenes from this table to-day of a figare well known to us. It was known to Home that our late esteemed Chairman, Sir Alexander Wilson, had not been in the best of health for some time, but I feel sure I am catoing the feelings of everyone connected with this Bank when I say the news of his death last September came with startling sudderness, and was received with deep sorrow and regret. Sie Alexander had been our Chairmen for many years past. and in him we all last ons who took the keenest interest in the welfare of this Bauk, and many of us, bave lost a deeply respected and esteemed personal friend. I will now turn to the business before na. The report has been in your hands for some days, and as I feel sure you are all familiar with its contints, I preanume 1087, as usual, consider it as read (Hear hear. The year under review was an eventful one, it opened with considerable promise, but for ressous wall kpowa to you all, and which I think I need hardly recapitulate, a marked change came over the aspect of affairs in the latter half of the year. would bare teen absolutely ladicrous but for the possible gravity of its effecle. Startled, no doubt by the outery which arose, further meastires were taken, bat instead of taking them openly and boldly, they, so to speak, whispered in the ears of the exchange bankers that if the rxebange should continue to fall, the Government, in addition to withholding Conseil bills, would prepared to issue to a certain extent lalegraphic tausfers on London for gald but that they would, or might, withdraw this. offer sta moment's notice. Now, Mr. Baker claims that as the result of these later measures the public, or the imponding panic, was arrested; but I am much aore inelized to give the credit to the cool-beadedness of Indian binkers and merchants, who refused to bo carried away by the panic which was nearly pravo ed. Mr. Biker alleges that his reason for jesting, these small Luma was the inadequacy of the gold at his dis posal, amounting to only thros sad three-quarter millions sterling. Well, surely the policy of in vestingth greater portion of the gold reserves-- Romething like 14 millione-in interaut-baring socarities in this country standa salf condemned, and should be changed. Mr. Baker speaks of these interest-bearing securities as his second line of defence, and rejoices that it was not necessary to fall back upon them. Well, if we remember that the American crisis coincided with the Indian crisis, I would ask any merchant or birker in this room. to say what would have been the effect had the Government of India fallen back on its second line of defence -it, is other words, it had commened to zeli freely interest-bearing securities for the purpose of replenishing its stock of exmarked gold. We all know they would not have been permitted to do anything of the sort the consegnencer in London would have bous tos dreadful. In that great work written by the late Walter Bagshot "Lombard Street," it is said that any notion that money is not to be had or may not be had at any price quickly raises and enhances gabio into alarm to panie

This was the state of affairs madrese." which I contead the Govarement of India almost provoked. Now, my objet in rising to address this meeting at this length, for which I apologise, is that some months ago the Bengal Chamber of Commerce addressed the Clovern ment of India on this very subject, and urged the appointment of a committes to go into this question of the gold standard rogerva. I would therefore respectfully urge that our director should give their immediate attention to this matter, and should join hands as far as possible with the Bengal Chamber and other Indian banke in getting such a committee appoint d. It seems to me that it is useless for this bank to build up Jirga reserves for the purpose of secaring its interests and those of its customers, if the large funds we employ in India are to be exposed to saddeo, serious and possibly per manent depreciation by mismanagement on the part of the Government. (Hear, hear.)

I am sure that we are much The Chairman: indebted to Mr. Rosa for his most interesting and lacid speech on the subject of the mainten ance of the ls 41 rupse in Indie, for that is what it amounts to; and no gne can speak better or more authoritatively on the subject than Mr. Ross, for he has studied the matter from the very commencement of the question up to the present day, and with his natural ability, which is by no means small, he has been ablo to conquer the difficulties of the question, Imnet oonfous I purposdy avoided a referenos

We felt that, bhaying had a good year, and having materially improved the Bank's position, the time had come when it was desirable that we shoud do what kind- red institutions have done for many years past.
