whenever necessary they obtain advics from omsalting engineers or other competent advisers..

It is pointed out that the Crown Agents have no initiative in conusction with the inception of engineering works or the purobase of stores, their function being strictly confined to execu ting orders which have recured sanotion either from the Colonial Government or from the Secretary of Ststedet vil de

Walker, and others equally deserve credit for their efforts to throw little light on the extraordinary doings of the Crown Agents.

Nor should it be forgotten that their task was rendered more difficult by the fact that prasti. eally the whois of the Pruss was anted in native or passive deface of the vested internats of the little ring who surrounded the Crown Agents, Even in the lest Parliament, when the Oppasi tion were naturally only too eager to maize tipoa any exons to at lack the Government, the Dady News and other Liberal journals took up the andgels for the Crown Agente sud did their utmost to allay the growing feeling that the Crown Agents system, was au anachrozina or worse and that what might in its inception hava bssa. useful office had beco Indiorously unsait id to modern conditions.

Colonies.

The sale of charges for the diffrent ofsgion of business transactel by the Crown Agente le fixed by the Sicratary of State and is at present as follows:-

Commercial, railway, and general businses Angiform commission of per osat, on al stores obtained through the Ccora Agants.

2 Financial and other business. A. Bred contribution from all the Colonies whose general Hanneisi business, as distinguished from loans and commercial transactions, sxceeds £10,000 a year. These contributions vary in amount, and are for the payment of half-galarias, passions, widows' and orphans' faad contribu tions, transsetine sounected with bills of exchange, the managam nt of sinking funds, deposits, temporary advances, the adjustment of accounts between the Colonial Governmots and the General Pest Offlse in respect of postage and money orders, and many other similar operations.

3. Loan busines, At present commission of per cont. on the issue and repayment of loans, and of i per cent. on the payment of interest.

4 Miscellaneous. On all overdrawn accounts por bank rate of interest with a minimam of 3 sect is charged, The Crown Agents also ressive from brokers a return of half the broker- age on investments made through them. Certain fees, as authorised by the Secretary of Stale, are for the inspection of stamps, etc.

These charges are the only source of income received by the Crown Agents office, Any excess of paymente remaining at the end of the your is carried to a reserve fand, this being used to defray the pensions of the Crown Agents and and their staff or any deficit in the year's workings,

The Crowa Agents are the commercial and financial agents in the United Kingdom for all the Cdoniss except these possessing responsible government, and for the Protectoratos which are under the control of the Colonial Ofi ». They are directly responsible to the Colonial Governments, but the Socretary of State exeroires a general control and supervision over the conduct of their business, and they are from time to time instructed by him on questions of principle and in cass of emergency or of great importance. They are appointed by the Secretary of State for the Colonies, and are paid by Axel salaries and all the other expans 8 of the offes, including penelone, are paid from a fund which is derived from the payments made by the Governments for which the Crowa Agents act in return for services rendered No expenditure from this fund is made without the athority of the Secretary of State. The charge for the differant class of business transicted are fixed by the Secretary of State. The office is self-expporting, and would occupy far more apasa' tisa is at one no part of the cost is voted by Parliament. Its disposal, but we may perhaps nofully motion accounts are, however, audited by the Comptone or two of the outstanding feature of the roller and Auditor-General, and an abstract of them is rendered to the Secretary of State,

We have received fotters from firms stating that they had never heard of the Crown Agents though they soutracted for other Government Dpartmentg,
