NEW VAGABONDS OLUB.

His Excellency the Chinese Minister the guest of the evening at a dinner given at the Criterion Restaurant by the members of the Nowa Vagabonds Clab. Mr. Justice Darling was in the chair, and the company included Lady Darling, Mr. Ivan Chen (First Becretary, Chinese Legation), the Countess Bataray Lady Raine, Mr. W. J. Locke, the Hon. H. Mannor-Sutton, M. Liardet, Lady Findlay, Colonel Sir John and Lady Young, Mr. and Mrs. Teend Klug, and, Mr. and Mrs. E, Phillips Oppenheim.

The railway in the Province of Bhantung from Tsingtas to Teinanfu, 343 miles long, was constructed for the sum of 54,000,000 marka lent by Germany and 100,000 thels paid by China. It is entirely under German. control.

British capital is represented in Chins by the lines from Shanghai to Woosung, 14 miles, and from Shanghai to Bashan and Changchan, 100 miles, both of which are under the control of the British and Chinese Corporation, and an exten sion of the Changchat line to Nanking, another. hundred and thirty miles, has just bean com- . pleted.

There is a railway 25 miles in length from Swatao te Chanahan, which has been built with Chinese capital, but the management is vestad in Japanse ärm. In the extreme south of China there is a railway connecting French farritory in Tonquin with the city of Langebau, in Kwangel Provines, 50 miles long, which has been built, and is being worked, under the joint msgement of the French and the Chines Finally there is a colliery railway from Pioghsiang to Hsiang tang, 35 miles long, which is under purely Cainese management.

De: Parofval Lowell, the Amérion scienlist has discovered how life will finally porish as far as our planet is concerned,

In proposing the toast of the principal guest, Mr. Justice Darling said his Excellency told him that in most respecte China greatly resembled, England. He gathered that the only difference was that there were no fogs in Chins, but that, like England, there were far too many English (laughter) and a consider ablenumber of missionaries. (Renewed laughter.) As the use of opium was about to be prohibited. it was probable that the English in Chins would vastly isoressa (Laughter.) They know Chius chiedy for its learning. It was learned before England roes from out the store muis if ever. to she did. (Laughter.) It was possible to get Chins in somewhere about three weeks, Many people spent three weeks in much less desirabin places, and it was part of his ( hs chairman's) business to see that they did so. The Russo Chinese dispnte concerning the Chinese Eastern Railway has brought into prominance the subject of railways in the region of Farthest Asia in ar ans al degree, for thero is political and strategical importance to be altached to practically seory one of them. For the moment the conditions that prevail with respect to the section of line of railway between Kwangcheng teil and the Siberian frontier ure each es to attract the maximum of atten- tien, but there are other influences at work in abundan 8 to warrant a full share of considora tion being devoted to this topic. It is, of course, due in the main to the fact that by the Porte month Treaty Russia has no right to use this Chinese Eastern Railway for the transport of troops-or-war material to Vladivostok that the project has been brought be fore the Duma of extending the existing Trans-Siberian Railway from Nerchinak to Khabarovka, soma 1,530 miles, at an estimated

It would be constructed, of curse, on the north side of the Amur River, on Russian territory, and the object would be to prevent Russia's commonninations with the cost of the Maritime Province being int rfered with in the untoward event of another Far Eastern war breaking out. There is little doubt, howover, that the scheme-will-oventually be carried out, and when completed on this plan the lines of radway will in reality be taking the route which it was originally proposed that they should take, before the modification of the sebeme took shups by which short cut was made across Manchuria direct to Viadivostok.
