THE CHARGES AGAINST JUDGE WILFLEY.
President Roosevelt's defence of Jadge Willy, based on su analytical review by Secretary Root of the charges against him, was preferred by Lorin Andrews, and have basa made public on March 2nd. The charges were reposted by bim before the House Committee on Judiciary as the basis of impeachment pro- coedings. They relate to Jadge Wilday'e ministration of the United States Court for Chins at Shanghai.

Baldness More Prevalent Abroad than in England.
Are we becoming a bold beaded race? That is tus question which thrusts itself into the mind of the inquiring ob server after an evening at any place of -sunsement or public assembly. Bald neas is undoubtedly largely on the increase, and the number of bald heads to be seen is quite alarming.
Somewhere in the Western interior of Australia, the Scottish explorer Mckay says that there exists such a race of people. They are not only de void of hair upon their heads and faces, but there is alaplutely no trace of hirsutic growth upon their bodies. They are, in consequence, a feeble people. stunted in stature, and particularly liable to bronchial and chest diseases.
The fact of the matter is, that when shroad we do not, as a role, devote the same care and attention to the cultiva tion of a good head of hair as the average foreigner, and we think that if we dash cold or hot water over in regu larly, we are doing everything that we can do to preserve it. But this is wrong Excopt in a few cases, where there is a naturally vigorous growth, the hair
requires quite a different style of treat- ment.
